Fort Wayne is a city in and the county seat of Allen County, Indiana, United States. Located in northeastern Indiana, the city is west of the Ohio border and south of the Michigan border. The city's population was 263,886 as of the 2020 Census, making it the List of cities in Indiana, second-most populous city in Indiana after Indianapolis, and the 76th-most populous city in the United States. Winfield "Win" C. Moses Jr. (born February 20, 1943) is a retired American politician from Fort Wayne, Indiana. Education Moses graduated from South Side High School in Fort Wayne in 1960. He then went on to Indiana University, where he graduated in 1964 with BA degrees in economics and philosophy and an MBA in 1966. He also received an honorary PhD in political science from the Indiana Institute of Technology in 1998. Political career Moses began his political career as a Fort Wayne city councilman, serving in this capacity from 1972 to 1979. Moses served as city council president in 1973 and 1979. He then was elected mayor, serving from 1980 to 1987. He was defeated in the 1987 election by Paul Helmke. Moses served as the state representative of Indiana House District 81, a position he held from 1992 until his 2012 defeat. Harry William Baals (; November 16, 1886 – May 9, 1954) was an American politician who was the Republican mayor of Fort Wayne, Indiana, from 1934 to 1947, and from 1951 until his death in 1954. Biography When Baals first took office, he consolidated city departments and lowered city tax rates. He launched construction of Fort Wayne's massive underground sewage system and had the city sewage treatment plant built, which is still being used today. During the Great Depression, Mayor Baals directed war materials drives, upgraded city equipment and services, and broke ground for Baer Field, now Fort Wayne International Airport. In the 1930s, one of his major accomplishments was getting the old Nickel Plate Railroad tracks, running through downtown, to be elevated. This opened up the north side of the city for development.
