Maxwell Yalden
Maxwell Freeman Yalden, (April 12, 1930 – February 9, 2015) was a Canadian civil servant and diplomat. Born in Toronto, Ontario, he received a Bachelor of Arts degree from the University of Toronto in 1952, a Master of Arts degree in 1954 and a Ph.D in 1956 from the University of Michigan. He joined the Department of External Affairs in 1956. From 1969 to 1973, he was assistant under-secretary of state and in 1973 was deputy minister of communications. He was the second Commissioner of Official Languages from 1977 until 1984. He was Ambassador to Belgium and Luxembourg from 1984 to 1987. From 1987 to 1996 he was the Chief Commissioner of the Canadian Human Rights Commission. In 1996 he was elected to a four-year term a member of the United Nations Human Rights Committee. He was re-elected for a second term in 2000. In 1988 he was made an Officer of the Order of Canada and was promoted to Companion in 1999. The Order of Canada (french: Ordre du Canada; abbreviated as OC) is a Canadian state order and the second-highest honour for merit in the system of orders, decorations, and medals of Canada, after the Order of Merit. To coincide with the centennial of Canadian Confederation, the three-tiered order was established in 1967 as a fellowship that recognizes the outstanding merit or distinguished service of Canadians who make a major difference to Canada through lifelong contributions in every field of endeavour, as well as the efforts by non-Canadians who have made the world better by their actions. United Nations Human Rights Committee
The United Nations Human Rights Committee is a treaty body composed of 18 experts, established by a 1966 human rights treaty, the International Covenant on Civil and Political Rights (ICCPR). The Committee meets for three four-week sessions per year to consider the periodic reports submitted by the 173 States parties to the ICCPR on their compliance with the treaty, and any individual petitions concerning the 116 States parties to the ICCPR's First Optional Protocol. The Committee is one of ten UN human rights treaty bodies, each responsible for overseeing the implementation of a particular treaty. The UN Human Rights Committee should not be confused with the more high-profile UN Human Rights Council (HRC), or the predecessor of the HRC, the UN Commission on Human Rights.
