Matthew Harper
Matthew Harper (June 27, 1974) served as the 59th Mayor of Huntington Beach, California (2013-2014). Harper was elected to three terms to the Huntington Beach Union High School District Board of Trustees (1998-2010), one term to the Huntington Beach City Council (2010-2014) and two terms to the California State Assembly (2014-2018). Early life Harper was born in Long Beach, California and lived briefly in Colorado, but grew up in Westminster, California, Westminster and Huntington Beach. He is a graduate of Huntington Beach High School. Education Harper attended Orange Coast College in Costa Mesa, California. Harper earned a Bachelor of Science degree in Public Policy and Management from University of Southern California, USC in Los Angeles, California. Laguna Woods (''Laguna'', Spanish for "Lagoon") is a city in Orange County, California, United States. The population was 16,192 at the 2010 census, down from 16,507 at the 2000 census, with a median age of 78. Laguna Woods became Orange County’s 32nd city on March 24, 1999, after local residents voted to separate from Laguna Hills. About ninety percent of the city consists of Laguna Woods Village, a private gated retirement community, formerly known as Leisure World. The other ten percent consists of businesses, some homes and the city hall, which are accessible to the public. Ocean View High School (OVHS) is a public comprehensive college-prep academy located in Huntington Beach, California. OVHS was established in 1976; their mascot is the Seahawks. Currently, there are approximately 1,470 enrolled students. It is part of the HBUHSD school district, with five other high schools. The school is unique in that it features the only IB Program in the district. The implementation of “embedded tutorial” at the end of each period two years ago resulted in the biggest drop in the total number of D and F grades for students in the district. It features a business academy that has 170 participants, the sole Mandarin Chinese foreign language program in the district, and a college preparation curriculum.
