The districts of Peru () are the third-level country subdivisions of Peru. They are subdivisions of the provinces of Peru, provinces, which in turn are subdivisions of the larger regions of Peru, regions or departments. There are 1,838 districts in total. Overview A 1982 law requires a minimum of residents in an area for a new district to be legally established: 3,500 if it is located in the rainforest, 4,000 in the Andes highlands and 10,000 in the Chala, coastal area. In the dry Andean area, many districts have less than 3,500 inhabitants due to low population density in the area. In some cases, their populations have decreased in comparison to the days when they were founded. Districts that are located at very high altitudes tend to be scarcely populated. Zarumilla Province
Zarumilla is one of the three provinces of the Tumbes Region in northwestern Peru. It borders the Pacific Ocean on the north, Ecuador on the south and east, and the Tumbes Province on the west. Its capital is the town of Zarumilla. Other important settlements in the province include Matapalo and the border town of Aguas Verdes, which is connected to Ecuador by a bridge. Zarumilla was established as a province on November 17, 1942. The Zarumilla River, located in the eastern part of the province, marks the border between Peru and Ecuador. In 1998, during El Niño, the river changed its course, moving of land into its eastern margin. Ecuadorians took advantage of this situation, saying that the river is the natural border marker and therefore gives them rights in the affected area. According to the ''Organic Law of Regional Governments'', the regions ( es, regiones) are, with the departments, the first-level administrative subdivisions of Peru. Since its Peruvian War of Independence, 1821 independence, Peru had been divided into departments of Peru, departments () but faced the problem of increasing centralization of political and economic power in its capital, Lima. After several unsuccessful regionalization attempts, the national government decided to temporarily provide the departments (including the Constitutional Province of Callao) with regional governments until the conformation of regions according to the ''Organic Law of Regional Governments'' which says that two or more departments should merge to conform a region. Tumbes Region
Tumbes () is a coastal department and region in northwestern Peru bordering Ecuador. Due to the region's location near the Equator it has a warm climate, with beaches that are considered among the finest in Peru. Despite its small area, the region contains a wide variety of ecosystems. It is the smallest department in Peru and its third least populous department after Moquegua and Madre de Dios, but it is also its third most densely populated department, after La Libertad and Lambayeque. The name "Tumbes" originates from either ''Tumpis'', a group of native peoples from the area, the word ''tumbos'', a species of Passiflora that used to abound in the area, or the name of the Tumba cacique, whose son founded and populated the area. The provinces of Peru () are the second-level administrative subdivisions of the country. They are divided into Districts of Peru, districts ( es, distritos, links=no). There are 196 provinces in Peru, grouped into 25 Regions of Peru, regions, except for Lima Province which does not belong to any region. This makes an average of seven provinces per region. The region with the fewest provinces is Callao (one) and the region with the most is Ancash Region, Ancash (twenty). While provinces in the sparsely populated Amazon rain forest of eastern Peru tend to be larger, there is a large concentration of them in the north-central area of the country. # The 2005 Peru Census was a detailed enumeration of the Peruvian population. It was conducted by the Instituto Nacional de Estadística e Informática from July 18 through August 20, 2005. Its full name in Spanish is ''X Censo de Población y V de Vivienda'' ("Tenth Population and Fifth Household Census"). The previous census performed in Peru was the 1993 Census. The following census was the 2007 Census. The results of the census were released to the public on November 30, 2005 after all the census materials from the country's 25 regions were transported to Arequipa and processed at the INEI information processing center in that city.
