Maryland StateStat
Maryland StateStat is a performance-measurement and management tool used by the Government of Maryland. It was implemented by Governor Martin O'Malley in 2007. Origins StateStat is modeled after CitiStat, Baltimore City's management program employed by O'Malley during his term as mayor of Baltimore, Maryland. CitiStat, in turn, was inspired by the success of New York City Police Department's CompStat accountability/performance management mechanism. All of these programs are based on the philosophy that careful analysis of data should dictate policies and support reform. Maryland has received national recognition as a leader in performance measurement because of its success with leveraging StateStat's data analysis to make sound budgetary decisions. The American Recovery and Reinvestment Act of 2009 (ARRA) (), nicknamed the Recovery Act, was a stimulus package enacted by the 111th U.S. Congress and signed into law by President Barack Obama in February 2009. Developed in response to the Great Recession, the primary objective of this federal statute was to save existing jobs and create new ones as soon as possible. Other objectives were to provide temporary relief programs for those most affected by the recession and invest in infrastructure, education, health, and renewable energy. As an ethic that spans science, engineering, business, and the humanities, transparency is operating in such a way that it is easy for others to see what actions are performed.
