Marsa () is a town in the Southern Region of Malta, with a population of 4,401 people as of March 2014. The name Marsa means " the harbour".. Marsa Local Council. Retrieved 11 July 2014. History Marsa is located on the Marsa Creek, a body of water formed by the flow of water from wadis in high ground near the sea. The creek includes the Grand Harbour which the town is based on. A port was first established at Marsa by the Phoenicians. Remains of Roman constructions have been found close to the town. At the arrival of the Order of St John in Malta, a particular cultivated garden was among the few places observed. A vital spring for the Grand Harbour was located on site. It is thought a foundry of the Order may have been located at Marsa. During the Great Siege of Malta of 1565, Marsa was used as a camp by troops of the Ottoman Empire. Mersa Matruh (), also transliterated as Marsa Matruh (Standard Arabic ''Marsā Maṭrūḥ'', ), is a port in Egypt and the capital of Matrouh Governorate. It is located west of Alexandria and east of Sallum on the main highway from the Nile Delta to the Libyan border. The city is also accessible from the south via another highway running through the Western Desert towards Siwa Oasis and Bahariya Oasis. In United States aviation, MARSA designates the delegation of responsibility for separation of aircraft in flight to military authorities by civilian air traffic control authorities. MARSA is an acronym for ''Military Authority Assumes Responsibility for Separation of Aircraft.'' MARSA procedures are used when military aircraft must operate in close proximity and with close coordination. Under such conditions, it may be impractical for standard civilian air traffic controllers to ensure safe separation of the aircraft. MARSA procedures delegate the separation responsibility temporarily to the military authority operating the flights, thereby relieving ATC of the separation workload. When operations in close proximity have concluded, the designated military authority relinquishes responsibility back to ATC, and normal ATC procedures resume.
