Mark Berger (economist)
Professor Mark C. Berger (July 24, 1955 – April 30, 2003), was the director of The Center for Business and Economic Research at the University of Kentucky until his death at age 47. He was also a Fulbright Scholar at University College Dublin. Originally hailing from Sylvania, Ohio, Berger earned his BA from the University of Toledo and his MA and PhD from Ohio State University. The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) is a law passed by the U.S. Congress on a reconciliation basis and signed by President Ronald Reagan that, among other things, mandates an insurance program which gives some employees the ability to continue health insurance coverage after leaving employment. COBRA includes amendments to the Employee Retirement Income Security Act of 1974 (ERISA).
