Mariana Pfaelzer
Mariana R. Pfaelzer (February 4, 1926 – May 14, 2015) was a United States district judge of the United States District Court for the Central District of California. Education and career Born to a Jewish family in Los Angeles , California in 1926, Pfaelzer received an Artium Baccalaureus degree from the University of California, Santa Barbara in 1949 and a Juris Doctor from the UCLA School of Law in 1957. She was in private practice in Los Angeles from 1957 to 1978. Federal judicial service On August 8, 1978, Pfaelzer was nominated by President Jimmy Carter to a seat on the United States District Court for the Central District of California vacated by Judge Francis C. Whelan. She was confirmed by the United States Senate on September 22, 1978, and received her commission the next day. She was the first female federal judge appointed to the district. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. Proposition 187
California Proposition 187 (also known as the ''Save Our State'' (SOS) initiative) was a 1994 ballot initiative to establish a state-run citizenship screening system and prohibit illegal immigrants from using non-emergency health care, public education, and other services in the State of California. Voters passed the proposed law at a referendum on November 8, 1994. The law was challenged in a legal suit the day after its passage, and found unconstitutional by a federal district court on November 11. In 1999, Governor Gray Davis halted state appeals of this ruling. Passage of Proposition 187 reflected state residents' concerns about illegal immigration into the United States. Opponents believed the law was motivated by bigotry against illegal immigrants of Hispanic or Asian origin; supporters maintained that their concerns were economic: that the state could not afford to provide social services for so many people who had entered the country illegally or overstayed their visas. ...
