Louisiana Department Of Transportation And Development
The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. The current DOTD Secretary is Shawn D. Wilson, appointed in January 2016 by Governor John Bel Edwards. Other functions of the DOTD are Dams (Dam Safety Program), flood control (Floodplain Management, water resource management (wells), and maintaining state-run ferries and moveable bridge status. Caldwell Parish (french: Paroisse de Caldwell) is a parish located in the U.S. state of Louisiana. As of the 2010 census, the population was 10,132, making it the fifth-least populous parish in Louisiana. The parish seat is Columbia. Most residents live in the country even beyond the three rural communities in the parish. History Caldwell Parish was formed in 1838 from part of Ouachita & Catahoula Parishes. The prominent geographical feature is the Ouachita River which divides the parish into alluvial farmland on the east bank and pineland hill country on the west. The area was originally occupied by Native Americans as evidenced by the Indian mounds built along the Ouachita & Boeuf Rivers 3500 B.C. – 1500 A.D. In the late 1700s the Spanish government began issuing land grants on the east bank farmland to settlers who were all French. Delhi, Louisiana
Delhi (), originally called Deerfield, is a town in Richland Parish, Louisiana, United States. As of the 2020 census, the town population was 2,622. History During the American Civil War, Delhi and Monroe, the seat of Ouachita Parish, were overcrowded with unwelcome refugees from rural areas to the east when the forces of General U.S. Grant moved into northeastern Louisiana. Grant spent the winter of 1862-1863 at Winter Quarters south of Newellton in Tensas Parish in preparation for the siege of Vicksburg, Mississippi. He did not take the river port city until July 4, 1863. Historian John D. Winters reported "strong Union sympathy" in both Delhi and Monroe. In the 1940s, Delhi was the center of a large natural gas boom. Numerous workers came to work in the industry. Several functioning gas fields still surround the town. Newellton is a town in northern Tensas Parish in the northeastern part of the U.S. state of Louisiana. The population is 1,187 in the 2010 census, a decline of 255 persons, or 17 percent, from the 2000 tabulation of 1,482. The average age of the population there is 41 years. Newellton is west of the Mississippi River on Lake St. Joseph, an ox-bow lake. Columbia, Louisiana
Columbia is a town in, and the parish seat of, Caldwell Parish, Louisiana, United States. The population was 390 as of the 2010 census, down from 477 in 2000. History The land that became Columbia was first cleared by Daniel Humphries in 1827. A store was built a few years later the only settlement between Monroe, Louisiana and the settlements of the Black River was formed. The harbor became a busy port for shipping cotton by steamboats and Packet boats until the arrival of the railroad. In February 1864 Columbia was the location of a skirmish between Federal and Confederate troops during the Civil War and there are several plantations in the area.
