{{refimprove, date=March 2020 In May 1959, the Loudoun County Board of Supervisors created Loudoun County Sanitation Authority (LCSA) by a resolution, through the Water and Waste Authorities Act, for the sole purpose of providing water and wastewater service to residents of the unincorporated areas of the county. LCSA rebranded and moved from Leesburg to Ashburn in April 2008. It now does business as Loudoun Water. Loudoun Water is a political subdivision of the state, similar to a town or a county government. All income is received either as user fees from customers or availability fees from developers. User fees pay for operating expenses. Availability fees pay for capital improvements. Loudoun Water receives no tax revenues. Loudoun County Board Of Supervisors
Loudoun County, Virginia is divided into eight magisterial districts: Algonkian, Ashburn, Blue Ridge, Broad Run, Catoctin, Dulles, Leesburg, and Sterling. The magisterial districts each elect one supervisor to the Board of Supervisors which governs Loudoun County. There is also a Chair elected by the county at-large, bringing total Board membership to nine. A Vice-Chair is selected by the Board from among its membership. The current Chair is Phyllis Randall. The current Vice-Chair is Koran Saines, the Sterling District Supervisor. He has served as Vice-Chair since January 2020. Board members serve four-year terms. Leesburg is a town in the state of Virginia, and the county seat of Loudoun County. Settlement in the area began around 1740, which is named for the Lee family, early leaders of the town and ancestors of Robert E. Lee. Ashburn is a census-designated place (CDP) in Loudoun County, Virginia, United States. At the 2010 United States Census, its population was 43,511, up from 3,393 twenty years earlier. Blue Plains Advanced Wastewater Treatment Plant, located at 5000 Overlook Ave SW, Washington, DC 20032, is the largest advanced wastewater treatment plant in the world.
