District Municipality (South Africa)
The nine provinces of South Africa are divided into 52 districts (sing. district, tn, kgaolo; st, setereke; nso, selete; af, distrikte; zu, isifunda; nr, isiyingi; xh, isithili; ss, sigodzi; ve, tshiṱiriki; ts, xifundza), which are either Metropolitan municipality (South Africa), metropolitan or District municipality (South Africa), district municipalities. They are the second level of administrative division, below the provinces and (in the case of district municipalities) above the local municipality (South Africa), local municipalities. As a consequence of the Twelfth Amendment of the Constitution of South Africa, 12th amendment of the Constitution in December 2005, which altered provincial boundaries, the number of districts was reduced from 53. Another effect of the amendment is that each district is now completely contained within a single province, thus eliminating cross-border districts. The districts also cover the entire area of the continental republic. Ty ...

Metropolitan Municipality (South Africa)
In South Africa, a metropolitan municipality or Category A municipality is a municipality which executes all the functions of local government for a city or conurbation. This is by contrast to areas which are primarily rural, where the local government is divided into district municipalities and local municipalities. The Constitution, section 155.1.a, defines "Category A" municipalities. In the Municipal Structures Act it is laid out that this type of local government is to be used for conurbations, "centre of economic activity", areas "for which integrated development planning is desirable", and areas with "strong interdependent social and economic linkages". The metropolitan municipality is similar to the consolidated city-county in the US, although a South African metropolitan municipality is created by notice of the provincial government, not by agreement between district and local municipalities. History Metropolitan municipalities were brought about during reforms of ...

Municipal Council
A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, rural council, village council, or board of aldermen. Australia Because of the differences in legislation between the states, the exact definition of a city council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ______" or similar. Some of the urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others may be controlled by a multitude of much smaller city councils. Also, some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignm ...

Mixed-member Proportional Representation
Mixed-member proportional representation (MMP or MMPR) is a mixed electoral system in which votes cast are considered in local elections and also to determine overall party vote tallies, which are used to allocate additional members to produce or deepen overall Proportional representation. In some MMP systems, voters get two votes: one to decide the representative for their single-seat constituency, and one for a political party. In Denmark and others, the single vote cast by the voter is used for both the local election (in a multi-member or single-seat district), and for the overall top-up. Seats in the legislature are filled first by the successful constituency candidates, and second, by party candidates based on the percentage of nationwide or region-wide votes that each party received. The constituency representatives are usually elected using first-past-the-post voting (FPTP) but the Scandinavian countries have a long history of using both multi-member districts (membe ...

Ward (South Africa)
In South Africa, wards are geopolitical subdivisions of municipalities used for electoral purposes. Each metropolitan and local municipality is delimited by the Municipal Demarcation Board into half as many wards as there are seats on the municipal council (rounding up if there are an odd number of seats). Each ward then elects one councillor directly, and the remaining councillors are elected from party list An electoral list is a grouping of candidates for election, usually found in proportional or mixed electoral systems, but also in some plurality electoral systems. An electoral list can be registered by a political party (a party list) or can ...s so that the overall party representation is proportional to the proportion of votes received by each party. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. This usually favours the largest party and parties with strong regional support to the detriment of smaller parties without a geographically concentrated base. Supporters of electoral reform are generally highly critical of FPTP because of this and point out other flaws, such as FPTP's vulnerability t ...

Mayor
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board. The term ''mayor'' shares a linguistic ...

Constitution Of South Africa
The Constitution of South Africa is the supreme law of the Republic of South Africa. It provides the legal foundation for the existence of the republic, it sets out the rights and duties of its citizens, and defines the structure of the Government. The current constitution, the country's fifth, was drawn up by the Parliament elected in 1994 in the South African general election, 1994. It was promulgated by President Nelson Mandela on 18 December 1996 and came into effect on 4 February 1997, replacing the Interim Constitution of 1993. The first constitution was enacted by the South Africa Act 1909, the longest-lasting to date. Since 1961, the constitutions have promulgated a republican form of government. Since 1996, the Constitution has been amended by seventeen amendment acts. The Constitution is formally entitled the "Constitution of the Republic of South Africa, 1996." It was previously also numbered as if it were an Act of Parliament—Act No. 108 of 1996—but, since the p ...

South Africa Municipalities MIIF Classification
South is one of the cardinal directions or compass points. The direction is the opposite of north and is perpendicular to both east and west. Etymology The word ''south'' comes from Old English ''sūþ'', from earlier Proto-Germanic ''*sunþaz'' ("south"), possibly related to the same Proto-Indo-European root that the word ''sun'' derived from. Some languages describe south in the same way, from the fact that it is the direction of the sun at noon (in the Northern Hemisphere), like Latin meridies 'noon, south' (from medius 'middle' + dies 'day', cf English meridional), while others describe south as the right-hand side of the rising sun, like Biblical Hebrew תֵּימָן teiman 'south' from יָמִין yamin 'right', Aramaic תַּימנַא taymna from יָמִין yamin 'right' and Syriac ܬܰܝܡܢܳܐ taymna from ܝܰܡܝܺܢܳܐ yamina (hence the name of Yemen, the land to the south/right of the Levant). Navigation By convention, the ''bottom or down-facing sid ...
