Local government is a generic term for the lowest tiers of public administration within a particular sovereign state. This particular usage of the word government refers specifically to a level of administration that is both geographically-localised and has limited powers. Sister Cities International (SCI) is a nonprofit citizen diplomacy network that creates and strengthens partnerships between communities in the United States and those in other countries, particularly through the establishment of "sister cities"—broad, long-term agreements formally recognized by civic leaders. Its mission is to "build global cooperation at the municipal level, promote cultural understanding and stimulate economic development". A total of 1,800 cities, states, and counties are partnered in 138 countries worldwide. Kingston is the capital and largest city of Jamaica, located on the southeastern coast of the island. It faces a natural harbour protected by the Palisadoes, a long sand spit which connects the town of Port Royal and the Norman Manley International Airport to the rest of the island. Funchal () is the largest city, the municipal seat and the capital of Portugal's Madeira, Autonomous Region of Madeira, bordered by the Atlantic Ocean. Goole is a port town and civil parish on the River Ouse in the East Riding of Yorkshire, England. The town's historic county is the West Riding of Yorkshire. According to the 2011 UK census, Goole parish had a population of 19,518, an increase on the 2001 UK census figure of 17,600. It is north-east of Doncaster, south of York and west of Hull. The town has the United Kingdom's furthest inland port, being about from the North Sea.
