The modern Bulgarian presidency was formed in 1990 after the fall of the Bulgarian People's Republic. After the completion of the second round of voting in the 2016 Bulgarian presidential election, Rumen Radev was elected on 13 November 2016. In the Third Bulgarian State, the functions of head of state were performed by the reigning monarch or through a regency. Later on in the communist era, the chairman of the State Council of Bulgaria served as the paramount head of state of the People's Republic of Bulgaria. Despite this, the general secretary of the Bulgarian Communist Party also served ''de facto'' representative and executive for the country during this period. Rosen Asenov Plevneliev ( bg, Росен Асенов Плевнелиев ; born 14 May 1964) is a Bulgarian politician who was the 4th President of Bulgaria, holding the position from January 2012 to January 2017. He was the Minister of Regional Development and Public Works from July 2009 to September 2011 as part of the cabinet of Boyko Borisov. In October 2011, Plevneliev was elected as President in a second round of voting; he was inaugurated on 18 January 2012. Biography Rosen Plevneliev was born in Gotse Delchev. In law, a person is acting in a position if they are not serving in the position on a permanent basis. Andrey Karlov Lukanov ( ) (26 September 1938 – 2 October 1996) was a Bulgarian politician. Between February and November 1990, was the final Prime Minister of the People's Republic of Bulgaria. Biography Early life Lukanov was born in Moscow, USSR, in the family of Karlo Lukanov, (1897-1982), a Bulgarian communist émigré. Lukanov's family moved back to Bulgaria after the communist takeover of 1944 when Lukanov was only 6 years old. His father became an important figure in the party and served as foreign minister of Bulgaria from 1956 to 1961. Political career Andrey became a member of the party in 1963 and began a career in the foreign service. He helped represent Bulgaria in the United Nations and Comecon.
