List Of Schedule 2 Substances (CWC)
Schedule 2 substances, in the sense of the Chemical Weapons Convention, are chemicals that can either be used as chemical weapons themselves or used in the manufacture of chemical weapons but that have small-scale applications outside of chemical warfare and so can be legitimately manufactured in small quantities. An example is thiodiglycol, which can be used in the manufacture of mustard agents but is also used as a solvent in inks. Manufacture must be declared as their production is subject to declaration to the Organisation for the Prohibition of Chemical Weapons (OPCW) per Part VII of the "Verification Annex", and they may not be exported to countries that are not party to the Convention. As with the other schedules, they are sub-divided into Part A substances, which are chemicals that can be used directly as weapons, and Part B, which are precursors useful in the manufacture of chemical weapons. The Schedule 2 list is one of three lists. Chemicals that can be used as weapon ...

Chemical Weapons Convention
The Chemical Weapons Convention (CWC), officially the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, is an arms control treaty administered by the Organisation for the Prohibition of Chemical Weapons (OPCW), an intergovernmental organization based in The Hague, The Netherlands. The treaty entered into force on 29 April 1997, and prohibits the large-scale use, development, production, stockpiling and transfer of chemical weapons and their precursors, except for very limited purposes (research, medical, pharmaceutical or protective). The main obligation of member states under the convention is to effect this prohibition, as well as the destruction of all current chemical weapons. All destruction activities must take place under OPCW verification. As of August 2022, 193 states have become parties to the CWC and accept its obligations. Israel has signed but not ratified the agreement, while three other U ...

Arsenic Trichloride
Arsenic trichloride is an inorganic compound with the formula AsCl3, also known as arsenous chloride or butter of arsenic. This poisonous oil is colourless, although impure samples may appear yellow. It is an intermediate in the manufacture of organoarsenic compounds.Sabina C. Grund, Kunibert Hanusch, Hans Uwe Wolf "Arsenic and Arsenic Compounds" in ''Ullmann's Encyclopedia of Industrial Chemistry'', VCH-Wiley, 2008, Weinheim. Structure AsCl3 is a pyramidal molecule with C3v symmetry. The As-Cl bond is 2.161 Å and the angle Cl-As-Cl is 98° 25'±30. AsCl3 has four normal modes of vibration: ν1(A1) 416, ν2(A1) 192, ν3 393, and ν4(E) 152 cm−1. Synthesis This colourless liquid is prepared by treatment of arsenic(III) oxide with hydrogen chloride followed by distillation: : As2O3 + 6 HCl → 2 AsCl3 + 3 H2O It can also be prepared by chlorination of arsenic at 80–85 °C, but this method requires elemental arsenic. : 2 As + 3 Cl2 → 2 AsCl3 Arsenic tr ...

Chemical Weapons Demilitarization
A chemical substance is a form of matter having constant chemical composition and characteristic properties. Some references add that chemical substance cannot be separated into its constituent elements by physical separation methods, i.e., without breaking chemical bonds. Chemical substances can be simple substances (substances consisting of a single chemical element), chemical compounds, or alloys. Chemical substances are often called 'pure' to set them apart from mixtures. A common example of a chemical substance is pure water; it has the same properties and the same ratio of hydrogen to oxygen whether it is isolated from a river or made in a laboratory. Other chemical substances commonly encountered in pure form are diamond (carbon), gold, table salt (sodium chloride) and refined sugar (sucrose). However, in practice, no substance is entirely pure, and chemical purity is specified according to the intended use of the chemical. Chemical substances exist as solids, liquids, g ...

Dual Use Technology
In politics, diplomacy and export control, dual-use items refers to goods, software and technology that can be used for both civilian and military applications.''Exporting dual-use goods.''
European Commission (accessed Aug 2022)
More generally speaking, dual-use can also refer to any goods or technology which can satisfy more than one goal at any given time. Thus, expensive technologies that would otherwise benefit only civilian commercial interests can also be used to serve military purposes if they are not otherwise engaged, such as the . The "dual-use dilemma" was first noted with the discovery o ...

Thiodiglycol
Thiodiglycol, or bis(2-hydroxyethyl)sulfide (also known as 2,2-thiodiethanol or TDE), is the organosulfur compound with the formula S(CH2CH2OH)2. It is miscible with water and polar organic solvents. It is a colorless liquid. It is structurally similar to diethylene glycol. Thiodiglycol is manufactured by reaction of 2-chloroethanol with sodium sulfide. Thiodiglycol has both polar and nonpolar solvent properties. It is used as a solvent in a variety of applications ranging from dyeing textiles to inks in some ballpoint pens. In chemical synthesis, it is used as a building block for protection products, dispersants, fibers, plasticizers, rubber accelerators, pesticides, dyes, and various other organic chemicals. In the manufacture of polymers, it is used as a chain transfer agent. As an antioxidant, it is used as an additive in lubricants. Thiodiglycol is used as a mounting medium in microscopy. N,N-Diethylaminoethanol
Diethylethanolamine (DEAE) is a chemical compound with the molecular formula C6H15NO. It is used as a precursor in the production of a variety of chemical commodities such as the local anesthetic procaine. It can be reacted with 4-aminobenzoic acid to make procaine. DEAE can be used as a precursor for DEAE-cellulose resin, which is commonly used in ion exchange chromatography. DEAE can also be conveniently obtained from renewable sources. It is chemically stable and able to absorb carbon dioxide (CO2) from its surroundings. In solution, it can decrease the surface tension of water when the temperature is increased. Applications Diethylethanolamine is used as a corrosion inhibitor in steam and condensate lines by neutralizing carbonic acid and scavenging oxygen. Preparation Diethylethanolamine is prepared commercially by the reaction of diethylamine and ethylene oxide. :(C2H5)2NH + cyclo(CH2CH2)O → (C2H5)2NCH2CH2OH It is also possible to prepare it by the reaction of diethy ...
