The states and territories are federated administrative divisions in Australia, ruled by regional governments that constitute the second level of governance between the federal government and local governments. States are self-governing polities with incomplete sovereignty (having ceded some sovereign rights to federation) and have their own constitutions, legislatures, departments, and certain civil authorities (e.g. judiciary and law enforcement) that administer and deliver most public policies and programs. Telopea Speciosissima
''Telopea speciosissima'', commonly known as the New South Wales waratah or simply waratah, is a large shrub in the plant family Proteaceae. It is endemic to New South Wales in Australia and is the floral emblem of that state. No subspecies are recognised, but the closely related '' Telopea aspera'' was only recently classified as a separate species. ''T. speciosissima'' is a shrub to high and wide, with dark green leaves. Its several stems arise from a pronounced woody base known as a lignotuber. The species is well renowned for its striking large red springtime inflorescences (flowerheads), each including hundreds of individual flowers. These are visited by the eastern pygmy possum (''Cercartetus nanus''), birds such as honeyeaters (Meliphagidae), and various insects. The coat of arms of Queensland is the oldest in Australia, and was first granted by Queen Victoria in 1893 through the simplest form of heraldic grants; with the shield of arms, motto, helmet, mantling and crest. The state flag of Queensland is a British Blue Ensign with the state badge on a white disc added in the fly. The badge is a light blue Maltese Cross with a Saint Edward's Crown in the centre of the cross. ''Mandageria fairfaxi'' (Pronunciation: Man-daj-ee-ree-a fair-fax-i) is an extinct lobe-finned fish that lived during the Late Devonian period (Frasnian – Famennian). It is related to the much larger ''Hyneria''; although ''Mandageria'' was smaller, it probably hunted in the same way. The generic epithet, ''Mandageria'', refers to the Mandagery Sandstone, outcropping near Canowindra, Australia, where the fossils were found. The specific epithet, ''fairfaxi'', honors the philanthropist James Fairfax. ''M. fairfaxi'' is the state fossil emblem for New South Wales. Opal is a hydrated amorphous form of silica (SiO2·''n''H2O); its water content may range from 3 to 21% by weight, but is usually between 6 and 10%. Due to its amorphous property, it is classified as a mineraloid, unlike crystalline forms of silica, which are considered minerals. The eastern blue groper (''Achoerodus viridis'') is a species of wrasse native to southeastern Australia from Hervey Bay in southern Queensland to Wilsons Promontory in Victoria. They occur in coastal waters, preferring rocky areas at a depth of about . Juveniles inhabit beds of seagrass in estuaries. ''Achoerodus'' is a genus of wrasses collectively known as blue gropers. They are found in the coastal waters of southern Australia and distinguished by the bright blue colouring of the adult males. The thick-bodied blue gropers have peg teeth, heavy scales, large tails and thick lips. Juveniles are brown to green brown. Adult females are brown to greenish-yellow. Each scale may have a darker red spot. The adult males have the bright blue colouring that give the fish their name. The blue can range from deep navy to cobalt blue, and there may also be darker or yellow-orange spots or lines around the eyes. All blue gropers begin life as females.
