This is a list of submissions to the 70th Academy Awards for Best Foreign Language Film. The Academy Award for Best Foreign Language Film was created in 1956 by the Academy of Motion Picture Arts and Sciences to honour non-English-speaking films produced outside the United States. The award is handed out annually, and is accepted by the winning film's director, although it is considered an award for the submitting country as a whole. Countries are invited by the Academy to submit their best films for competition according to strict rules, with only one film being accepted from each country. For the 70th Academy Awards, forty-four films were submitted in the category Academy Award for Best Foreign Language Film. The submission deadline was set on November 1, 1997. Macadam Tribu is a 1996 comedy-drama produced by José Zeka Laplaine in the Democratic Republic of the Congo. The film was selected as the Democratic Republic of the Congo's entry for the Best Foreign Language Film at the 70th Academy Awards, but was not accepted as a nominee. Plot Two brothers, Mike (recently released from prison) and Kapa roam the streets, bars and boxing halls with Duka, their neighborhood friend. Duka is the result of a not-so-secret fling with Papa Sandu, who owns the neighborhood bar. In the evening, everyone ends up in the bar to discuss the events of the day, the street and the TV. This is also where Bavusi, the mother of Mike and Kapa, comes to remember better times. Other people of the neighborhood who meet at the bar include a policeman and prostitutes. Each has their place. Vladimír Michálek (born 2 November 1956 in Mladá Boleslav) is a Czech film director and screenwriter. Life Michálek graduated from Czech film Academy ''FAMU'', Prague, in 1992. Starting during his academic study he was filming documentaries. He joined the Barrandov Studios as assistant director, where he worked with Andrew Birkin ( Burning Secret), Reinhard Hauff, Ted Kotcheff ( The Shooter), Margarethe von Trotta and Bernhard Wicki. Milan Blažeković (6 July 1940 – 30 May 2019) was a Croatian animator. Blažeković began his career at the Zagreb Film studio with "mini" short films such as ''The Fish'', ''Ikarus'', ''Vergl'' and ''Gorilla Dance'' (1968), ''The Man Who Had To Sing, The Man Who Had to Sing'' (October 1971) and ''Man: The Polluter'' (August 8, 1973), the latter for the National Film Board of Canada.
