Lencie Fred
Lencie Fred (born 21 March 1968) is the current Referee Development Officer of the Vanuatu Football Federation. Fred is a former international association football referee from Vanuatu. He was the first referee from his country to be included on the FIFA list of referees. Fred started refereeing at a young age and was named as an assistant referee for the 1996 Summer Olympics. He assisted Pierluigi Collina in the final of that competition between Nigeria and Argentina, allowing a controversial late winning goal for Nigeria. Two years later, he was selected to be an assistant at the 1998 FIFA World Cup and officiated five games during the tournament, including the third place match between Netherlands and Croatia. Fred was appointed to the list of FIFA referees in 2000, but was largely inactive during the first part of the decade. Port Vila
Port Vila (french: Port-Vila), or simply Vila (; french: Vila; bi, Vila ), is the capital and largest city of Vanuatu. It is located on the island of Efate. Its population in the last census (2009) was 44,040, an increase of 35% on the previous census result (29,356 in 1999). In 2009, the population of Port Vila formed 18.8% of the country's population, and 66.9% of the population of Efate. Penalty Card
Penalty cards are used in many sports as a means of warning, reprimanding or penalising a player, coach or team official. Penalty cards are most commonly used by referees or umpires to indicate that a player has committed an offence. The official will hold the card above their head while looking or pointing towards the player that has committed the offence. This action makes the decision clear to all players, as well as spectators and other officials in a manner that is language-neutral. The colour or shape of the card used by the official indicates the type or seriousness of the offence and the level of punishment that is to be applied. In association football, an assistant referee (previously known as a linesman or lineswoman) is an official empowered with assisting the referee in enforcing the Laws of the Game during a match. Although assistants are not required under the Laws, at most organised levels of football the match officiating crew consists of the referee and at least two assistant referees. The responsibilities of the various assistant referees are listed in Law 6, "The Other Match Officials". In the current Laws the term "assistant referee" technically refers only to the two officials who generally patrol the touchlines, with the wider range of assistants to the referee given other titles. OFC Champions League
The OFC Champions League, also known as the O-League, is the premier men's club soccer competition in Oceania. It is organised by the OFC, Oceania's football governing body. Beginning as the Oceania Club Championship (1987–2006), it has been organised since 2007 under its current format. The first four Club Championship titles were won by Australian clubs. Since 2006, 12 OFC titles have been won by clubs from New Zealand, one by a Papua New Guinean club and one by a New Caledonian club. Fiji National Football Team
The Fiji national football team is Fiji's national men's team and is controlled by the governing body of football in Fiji, the Fiji Football Association. The team plays most of their home games at the HFC Bank Stadium in Suva. Fiji first participated in FIFA World Cup qualification in 1982; since 1990 Fiji have attempted to qualify for each World Cup without success. Their best result was a final round appearance in 2010. 2008 OFC Nations Cup
The 2008 OFC Nations Cup was the eighth edition of the OFC Nations Cup and the first under a new format. It took place as a series of as a home-and-away round-robin tournament on FIFA match dates in 2007 and 2008. Doubling as the qualification tournament for the 2010 FIFA World Cup, the tournament was substantially different from earlier editions: 2004 champions Australia did not compete after leaving the Oceania Football Confederation for the Asian Football Confederation and for the first time since the 1996 OFC Nations Cup, no fixed venue was used. Unlike the 2004 OFC Nations Cup, which had featured six teams from the Oceania Football Confederation, the 2008 tournament had just four. The 2008 OFC Men's Olympic Football Tournament functioned as the qualifying tournament to the association football competition at the 2008 Summer Olympics in Beijing for the member nations of the Oceania Football Confederation (OFC). 2007 South Pacific Games
The 2007 South Pacific Games were held in Apia, Samoa, from 25 August to 8 September 2007. The Games were the thirteenth to be held since the inception of the South Pacific Games in 1963, and included traditional multi-sport event disciplines, such as athletics and swimming, alongside region-specific and smaller events such as outrigger canoeing, surfing and lawn bowls. The principal venue for the Games was Apia Park, with other events taking place at the Faleata Sporting Complex and at other locations around Samoa. The cost of the games was reported to be US$92 million, and resulted in significant government debt for Samoa due to infrastructure projects which included replacement bridges and roads.
