Luwellyn Tyrone Landers (died November 2023) was a South African politician who was the Deputy Minister of International Relations and Cooperation, along with Reginah Mhaule. He participated in the following parliamentary committees: Justice and Constitutional Development, Joint Standing Committee on Intelligence, Joint Committee on Ethics and Members Interest, as well as the ANC National Disciplinary Committee. The Minister of International Relations and Cooperation is the foreign minister of the Government of South Africa, South African government, with political responsibility for South Africa's Foreign relations of South Africa, foreign relations and the Department of International Relations and Cooperation. Makgabo Reginah Mhaule is the Deputy Minister of Basic Education in South Africa. She is the Former MEC of Education in the Mpumalanga Provincial Legislature, Mpumalanga Provincial Government under the Administration of David Mabuza. She was appointed as Deputy Minister of International Relations and Cooperation after President Cyril Ramaphosa announced a Cabinet Reshuffle in February 2018. She has also served as Mayor of the Mbombela Local Municipality, City of Mbombela Local Municipality. She was born in 1961. The Joint Committee on Ethics and Members' Interest is a joint committee of the Parliament of South Africa that deals with the ethical conduct of Members of Parliament and the disclosure of their financial interests. Its primary function is to promote and oversee the implementation of the parliamentary code of conduct, including by publishing the annual Register of Members' Interests and conducting disciplinary hearings to investigate allegations of misconduct by Members of Parliament. In the 27th Parliament, the Committee comprises 14 members from the National Assembly and nine delegates from the National Council of Provinces. The African Commission on Human and Peoples' Rights (ACHPR) is a quasi-judicial body tasked with promoting and protecting human rights and collective (peoples') rights throughout the African continent as well as interpreting the African Charter on Human and Peoples' Rights and considering individual complaints of violations of the Charter. This includes investigating human rights violations, creating and approving programs of action towards encouraging human rights, and set up effect communication between them and states to get first hand information on violations of human rights. Although the ACHPR is under a regional government facility, they don't have any actual power and enforcement over laws. This ends up in them drafting up proposals to send up the chain of command to the Assembly of Heads of State and Government and they will act accordingly. The nine provinces of South Africa are governed by provincial governments which form the second layer of government, between the national government and the municipalities. The provincial governments are established, and their structure defined, by Chapter Six of the Constitution of South Africa.
