Luton () is a town and unitary authority with borough status, in Bedfordshire, England. At the 2011 census, the Luton built-up area subdivision had a population of 211,228 and its built-up area, including the adjacent towns of Dunstable and Houghton Regis, had a population of 258,018. It is the most populous town in the county, from the County Towns of Hertford, from Bedford and from London. The town is situated on the River Lea, about north-north-west of London. The town's foundation dates to the sixth century as a Saxon outpost on the River Lea, from which Luton derives its name. Luton is recorded in the Domesday Book as ''Loitone'' and ''Lintone'' and one of the largest churches in Bedfordshire, St Mary's Church, was built in the 12th century. There are local museums which explore Luton's history in Wardown Park and Stockwood Park. Luton was, for many years, widely known for hatmaking and also had a large Vauxhall Motors factory. In England, Wales and Northern Ireland, a town traditionally was a settlement which had a charter to hold a market or fair and therefore became a "market town". In Scotland, the equivalent is known as a burgh (pronounced ). There are two types of burgh: royal burghs and burghs of barony. The Local Government Act 1972 allows civil parishes in England, civil parishes in England and Wales to resolve themselves to be Town council, Town Councils, under section (245 subsection 6), which also gives the chairman of such parishes the title 'town mayor'. Many former Urban district (Great Britain and Ireland), urban districts and municipal boroughs have such a status, along with other settlements with no prior town status. In more modern times it is often considered that a town becomes a city (or a village becomes a town) as soon as it reaches a certain population, although this is an informal definition and no particular numbers are agreed upon.
