Luther B. Eubanks
Luther Boyd Eubanks (July 31, 1917 – January 21, 1996) was a United States district judge of the United States District Court for the Western District of Oklahoma. Education and career Born in Caprock, New Mexico, Eubanks received a Bachelor of Arts degree from the University of Oklahoma in 1940 and a Bachelor of Laws from the University of Oklahoma College of Law in 1942. He was a technician in the United States Army during World War II, from 1942 to 1945. He was a county attorney of Cotton County, Oklahoma from 1946 to 1949, and was a member of the Oklahoma House of Representatives from 1949 to 1952. He was in private practice in Walters, Oklahoma from 1950 to 1956. He was a Judge of the District Court of Oklahoma in Lawton from 1956 to 1965. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. Cotton County, Oklahoma
Cotton County is a county located in the U.S. state of Oklahoma. As of the 2010 census, the population was 6,193. Its county seat is Walters. When Oklahoma achieved statehood in 1907, the area which is now Cotton County fell within the boundaries of Comanche County.
