Luis H. Álvarez
Luis Héctor Álvarez Álvarez (October 25, 1919 – May 18, 2016) was a Mexican industrialist and politician. Álvarez was a member of the National Action Party. In 1958 he was a candidate for the Presidency of Mexico. He has also served as Mayor of Chihuahua, president of his party and was the coordinator of the dialogues for peace in Chiapas. Political career Luis Héctor Álvarez dedicated most of his life to the textile industry. He first became involved in politics in Ciudad Juárez. In 1956 the PAN nominated him as candidate to Governor of Chihuahua. He lost the election to PRI candidate Teófilo Borunda. After the election an electoral fraud was claimed by Álvarez and his party. In an act of civil disobedience, Alvarez headed a caravan from Chihuahua to Mexico City. In 1958, he ran as the PAN candidate in the federal election against Adolfo López Mateos where he lost. A ''presidente municipal'' (English: "municipal president") is the chief of government of municipios in Mexico. This title was also used in the Philippines under the Spanish and American colonization; it is comparable to a mayor of the town or city. Adolfo López Mateos
Adolfo López Mateos (; 26 May 1909 – 22 September 1969) was a Mexican politician who served as President of Mexico from 1958 to 1964. Beginning his political career as a campaign aide of José Vasconcelos during his run for president, López Mateos encountered repression from Plutarco Elías Calles, who attempted to maintain hegemony within the National Revolutionary Party (PNR). He briefly abandoned politics and worked as a professor at the Autonomous University of Mexico State, becoming a member of the PNR (renamed Party of the Mexican Revolution) in 1941. López Mateos served as senator for the State of Mexico from 1946 to 1952 and Secretary of Labor during the administration of Adolfo Ruiz Cortines from 1952 to 1957. Civil disobedience is the active, professed refusal of a citizen to obey certain laws, demands, orders or commands of a government (or any other authority). Teófilo Borunda
Teófilo Borunda Ortiz ( Satevó, Chihuahua, February 4, 1912 – March 18, 2001, Ciudad Juárez) was a Mexican politician, member of the Institutional Revolutionary Party, Governor of Chihuahua from 1956 to 1962, and was a senator and federal deputy. The first public office that was chosen was that of municipal president of Juárez, from 1940 to 1941; he was also the founder of the National Confederation of Popular Organizations (CNOP) of the PRI in Ciudad Juarez at that time. Borunda served as federal deputy to the XXXIX legislature from 1943 to 1946; that same year he was designated as secretary general for Rodolfo Sánchez Taboada and then again served as federal deputy to the XLI legislature from 1949 to 1952.
