Luhansk Oblast Council
The Luhansk Oblast Council ( uk, Луганська обласна рада) is the regional oblast council (parliament) of the Luhansk Oblast ( province) located in eastern Ukraine. In Ukraine Oblast Council members are elected for five year terms. In order to gain representation in the council, a party must gain more than 5 percent of the total vote. Following the 2014 start of the War in Donbass elections for the Luhansk Oblast Council have not been held and their functions are currently being performed by a civil–military administration. The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. Luhansk
Luhansk (, ; uk, Луганськ, ), also known as Lugansk (, ; russian: Луганск, ), is a city in what is internationally recognised as Ukraine, although it is administered by Russia as capital of the Luhansk People's Republic (LPR). As of 2021, the population was estimated to be 399,559, making Luhansk the most populous city in the region and the 12th largest in Ukraine. In 2001, nearly half of the population was ethnically Ukrainian, and 47% was ethnically Russian. Luhansk has been the capital and administrative center of Luhansk Oblast, although the Ukrainian administration was relocated to Sievierodonetsk when the War in Donbas broke out following the establishment of LPR. War In Donbas (2014–2022)
The War in Donbas, russian: Война на Донбассе was an armed conflict in the Donbas region of Ukraine, part of the broader Russo-Ukrainian War. In March 2014, immediately following the Euromaidan protest movement and subsequent Revolution of Dignity, protests by pro-Russian, anti-government separatist groups arose in the Donetsk and Luhansk oblasts of Ukraine, collectively called the Donbas. These demonstrations began around the same time as Russia's annexation of Crimea, and were part of wider pro-Russian protests across southern and eastern Ukraine.
