A lieutenant governor, lieutenant-governor, or vice governor is a high officer of state, whose precise role and rank vary by jurisdiction. Often a lieutenant governor is the deputy, or lieutenant, to or ranked under a governor — a " second-in-command", rather like deputy governor. In Canadian provinces and in the Dutch Caribbean, the lieutenant governor is the representative of the monarch in that jurisdiction, and thus outranks the head of government but for practical purposes has virtually no power. In India, lieutenant governors are in charge of special administrative divisions in that country. In the United States, lieutenant governors are usually second-in-command to a state governor, and the actual power held by the lieutenant governor varies greatly from state to state. A lieutenant ( , ; abbreviated Lt., Lt, LT, Lieut and similar) is a commissioned officer rank in the armed forces of many nations. The meaning of lieutenant differs in different militaries (see comparative military ranks), but it is often subdivided into senior (first lieutenant) and junior (second lieutenant and even third lieutenant) ranks. In navies, it is often equivalent to the army rank of captain; it may also indicate a particular post rather than a rank. The rank is also used in fire services, emergency medical services, security services and police forces. Lieutenant may also appear as part of a title used in various other organisations with a codified command structure. It often designates someone who is " second-in-command", and as such, may precede the name of the rank directly above it. The Lieutenant-Governor of New South Wales is a government position in the State of New South Wales, Australia, acting as a deputy to the Governor of New South Wales. The office was first created in October 1786, before the arrival of the First Fleet, to act as a deputy to the first governor, Arthur Phillip. At that time the Lieutenant-Governor, or its equivalent of "Administrator of the Government", was filled by military officers and was a position only created when needed or in times of long absences by the Governor. Since 1872 this office has been held concurrently by the Chief Justice of New South Wales but the position may be retained by the Chief Justice after their retirement from the Supreme Court of New South Wales.
