Lower Lake (formerly Grantville) is a census-designated place (CDP) in the southern Clear Lake region of Lake County, in northern California. Lower Lake is also an Indian rancheria of the Koi Nation people. Geography Lower Lake is located 4.5 miles (7.2 km) southwest of the City of Clearlake, and southeast of Kelseyville. It is at an elevation of . Lower Lake was at one point the county seat; the Lake County elections of 1867 were hotly contested, with the seat moving between what is now the city of Lakeport and the town of Lower Lake. In 1870, the feud was settled and Lakeport controlled the seat. Although some believe the seat was stolen from Lower Lake, it has remained in Lakeport for over a century and is no longer a topic of concern for locals. Lower Lake Stone Jail
Lower Lake Stone Jail, in Lower Lake, California, is a one-room jail claimed to be the smallest jail in the United States, was erected in 1876 of stone locally quarried and reinforced with iron. During the days of the first quicksilver operations of the Sulphur Bank Mine, lasting from 1873 to 1883, rapid town growth and the urgent need for civil order necessitated the building of a jail. Stephen Nicolai, one of the first stonemasons in Lower Lake, built the jail from local materials with the help of Theodore and John Copsey. POSSLQ ( , plural POSSLQs) is an abbreviation (or acronym) for "Person of Opposite Sex Sharing Living Quarters", a term coined in the late 1970s by the United States Census Bureau as part of an effort to more accurately gauge the prevalence of cohabitation in American households. After the 1980 Census, the term gained currency in the wider culture for a time. After demographers observed the increasing frequency of cohabitation over the 1980s, the Census Bureau began directly asking respondents to their major surveys whether they were "unmarried partners", thus making obsolete the old method of counting cohabitors, which involved a series of assumptions about "Persons of Opposite Sex Sharing Living Quarters".
