Louisiana Highway 15 (LA 15) is a state highway located in central and northern Louisiana. It runs in a north–south direction from the junction of LA 1 and LA 970 in Lettsworth to the concurrent U.S. Highways 63 and 167 in Lillie. The middle portion of the route, extending from Ferriday to just north of Mangham, is co-signed with US 425 and is a major four-lane highway through the area. Route description LA 15 begins at a junction with LA 1 in Pointe Coupee Parish. The highway heads north and crosses several bridges spanning various channels of the Old River Control Structure. LA 15 parallels the Mississippi River through a remote rural section of Concordia Parish before reaching junctions with US 84 and US 425 in Ferriday. The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. The current DOTD Secretary is Shawn D. Wilson, appointed in January 2016 by Governor John Bel Edwards. Concordia Parish, Louisiana
Concordia Parish (french: Paroisse de Concordia) borders the Mississippi River in eastern central Louisiana. As of the 2010 census, the population was 20,822. The parish seat is Vidalia. The parish was formed in 1807. Concordia Parish is part of the Natchez, MS–LA Micropolitan Statistical Area. It is historically considered part of the Natchez District, devoted to cotton cultivation as a commodity crop, in contrast to the sugar cane crop of southern Louisiana. Wisner is a town in Franklin Parish, Louisiana, United States. The population was 964 at the 2010 census, down from 1,140 in 2000. History Wisner was founded by Edward Wisner, a native of Athens, Michigan, whose family came from Switzerland and originally settled in Orange County, New York, in the early 1700s. The Holly Grove Colored Baptist Church in Wisner was established in the post-slavery period after the Civil War through the work of pastor Eldridge King David Swayzer. One of Swayzer's descendants, Frances Swayzer Conley, an English professor at Bossier Parish Community College in Bossier City and a resident of Shreveport, has written a pictorial family history entitled ''Home to Holly Grove: Cherishing Our Rich Heritage''. Old River Control Structure
The Old River Control Structure is a floodgate system in a branch of the Mississippi River in central Louisiana. It regulates the flow of water from the Mississippi into the Atchafalaya River, thereby preventing the Mississippi River from changing course. Completed in 1963, the complex was built by the U.S. Army Corps of Engineers in a side channel of the Mississippi known as "Old River", between the Mississippi's current channel and the Atchafalaya Basin, a former channel of the Mississippi. The Old River Control Structure is a complex containing the original low-sill and overbank structures, as well as the auxiliary structure that was constructed after the low-sill structure was damaged during the Mississippi River Flood of 1973.
