The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. Kinder is a small town in Allen Parish, Louisiana, in the United States. The population was 2,477 at the 2010 census. The Lieutenant Douglas B. Fournet Memorial Park, an American Legion enterprise, was dedicated on June 11, 1988, in Kinder to remember those who died in military service to the nation. Kinder was the birthplace of the late Mayor J. Rayburn Bertrand of Lafayette, who served from 1960 to 1972 and presided over the near doubling of the municipal population. Sugartown is an unincorporated community and census-designated place in Beauregard Parish, Louisiana, United States, approximately east of DeRidder. As of the 2010 census it had a population of 54. The geographical center of Sugartown today is posted as the intersection of LA 112 and LA 113. The original community was much larger.
