Louisiana Highway 136
Louisiana Highway 136 (LA 136) is a state highway located in Ouachita Parish, Louisiana that runs in a north–south direction from LA 134 at Fairbanks to a junction with U.S. Highway 165 (US 165) and LA 2 at the eastern limit of Sterlington. The route, along with the western end of LA 134, makes a loop off of US 165 that passes through the small community of Fairbanks, which is located between Monroe and Sterlington in northern Ouachita Parish. Route description From the south, LA 136 begins at an intersection with LA 134 in the small community of Fairbanks. At this intersection, LA 134 turns east away from Fairbanks while LA 136 proceeds straight ahead in a northerly direction and crosses the Arkansas, Louisiana and Mississippi Railroad (ALM) line at a point known as Fowler. The Louisiana Department of Transportation and Development (DOTD) is a state government organization in the United States, in charge of maintaining public transportation, roadways, bridges, canals, select levees, floodplain management, port facilities, commercial vehicles, and aviation which includes 69 airports, in the U.S. state of Louisiana. The agency has approximately five thousand personnel on staff and an operating budget of $2.3 billion. DOTD operations are run through nine district offices across the state. The current DOTD Secretary is Shawn D. Wilson, appointed in January 2016 by Governor John Bel Edwards. Other functions of the DOTD are Dams (Dam Safety Program), flood control (Floodplain Management, water resource management (wells), and maintaining state-run ferries and moveable bridge status. Arkansas, Louisiana And Mississippi Railroad
The Arkansas, Louisiana and Mississippi Railroad is a short-line railroad in northern Louisiana and southern Arkansas. Opened in 1908, it has undergone several corporate reorganizations, but has remained independent of larger carriers. In 2004, paper producer Georgia-Pacific sold the company to shortline operator Genesee & Wyoming Inc. Traffic generally consists of lumber, paper, forest products, and chemicals. The AL&M runs north from Monroe, Louisiana, on the Kansas City Southern Railway's Meridian Speedway, through Bastrop to Crossett, Arkansas, generally paralleling U.S. Routes 165 and 425. At Crossett, the AL&M interchanges with the affiliated Fordyce and Princeton Railroad, which hauls its cars to the Union Pacific Railroad at Fordyce. A branch from Rolfe Junction to Hamburg, Arkansas, was abandoned in 1920, with the grade reused for a county road; in 2006 the AL&M leased a segment of line in Bastrop from the Union Pacific Railroad.
