Louisiana Gubernatorial Election, 1987
The 1987 Louisiana gubernatorial election was held to elect the Governor of Louisiana. Three-term incumbent Democratic Governor Edwin Edwards lost re-election to a fourth term, defeated by Democratic congressman Buddy Roemer. Under Louisiana's jungle primary system, all candidates appear on the same ballot, regardless of party, and voters may vote for any candidate, regardless of their party affiliation. On October 24, 1987, Roemer and Edwards took the two highest popular vote counts. As neither took over 50% a runoff was scheduled, but Edwards withdrew, causing the runoff's cancellation. Louisiana Gubernatorial Election, 1991
The 1991 Louisiana gubernatorial election resulted in the election of Edwin Edwards to his fourth non-consecutive term as governor of Louisiana. The election received national and international attention due to the unexpectedly strong showing of David Duke, a former Grand Wizard of the Knights of the Ku Klux Klan, who had ties to other white supremacist and neo-Nazi groups. Background In 1991 all elections in Louisiana—with the exception of U.S. presidential elections—followed a variation of the open primary system called the jungle primary. Louisiana Gubernatorial Elections
Since 1977 state elections in Louisiana have used a unique system similar to the majority-runoff system used in some other jurisdictions, which in Louisiana has become known as a “jungle” primary or Louisiana primary or an "open" primary, where all the candidates for an office run together in one election. If someone gets a majority, that individual wins outright; otherwise, the top two candidates, irrespective of partisan affiliation, meet in a runoff election. This primary system is used for state, parish, municipal, and congressional races, but is not used for presidential elections. Louisiana is one of only five states that elects its state officials in odd-numbered years. (The others are Kentucky, Mississippi, New Jersey, and Virginia). The 1983 Louisiana gubernatorial election was held to elect the Governor of Louisiana. Incumbent Republican Governor Dave Treen lost re-election to a second term, defeated by former Democratic Governor Edwin Edwards. Edwards became the first governor since Earl Long to win non-consecutive terms. He also became the first to serve three full terms (later a fourth in 1991). The "Louisiana primary" is the common term for top-two runoff voting system where all candidates for the same office appear together on the ballot in the general election, and if none win a Majority, simple majority, a runoff or second round election for the two top candidates is held a short time later to determine the winner. The system is used in the Louisiana general election for local, state, and congressional offices. Charles Elson "Buddy" Roemer III (October 4, 1943 – May 17, 2021) was an American politician, investor, and banker who served as the 52nd Governor of Louisiana from 1988 to 1992, and as a member of the United States House of Representatives from 1981 to 1988.
