Louisiana's 5th Congressional District
Louisiana's 5th congressional district is a congressional district in the U.S. state of Louisiana. The 5th district encompasses rural northeastern Louisiana and much of central Louisiana, as well as the northern part of Louisiana's Florida parishes in southeastern Louisiana, taking in Monroe, Alexandria, Opelousas, Amite and Bogalusa. The district is currently represented by Republican Julia Letlow, who was elected in a 2021 special election to replace her husband, representative-elect Luke, who died of COVID-19 days before he was set to be sworn in. A special election for Louisiana's 5th congressional district was held on November 16, 2013, to elect a member of the United States House of Representatives. Incumbent Republican Congressman Rodney Alexander resigned on September 26, 2013, to become the Secretary of the Louisiana Department of Veterans Affairs under Governor Bobby Jindal. The primary election was held on October 19, 2013. Under Louisiana's jungle primary system, all candidates appear on the same ballot, regardless of party. Julia Janelle Letlow (née Barnhill; born March 16, 1981) is an American politician and academic administrator serving as the U.S. representative for Louisiana's 5th congressional district since 2021. Letlow is the first Republican woman to represent Louisiana in the House. Early life and education Letlow was born Julia Janelle Barnhill on March 16, 1981, in Monroe, Louisiana. She graduated from Ouachita Christian High School. She earned her Bachelor of Arts and Master of Arts in speech communications from the University of Louisiana at Monroe, followed by a Doctor of Philosophy in communications from the University of South Florida in 2012. Louisiana Department Of Veterans Affairs
In 1944, the Louisiana Office of Veterans Affairs was created to provide local services to Louisiana Veterans and their families. As the number of Veterans in the state grew, so did the need to expand programs and services to support their needs. Thus, in 2003 the Louisiana Department of Veterans Affairs (LDVA) was established as a cabinet-level department of the State of Louisiana with the mission to provide comprehensive care and quality service to Louisiana's Veterans and their families with regard to health care, education, disability benefits, long-term care, and burial honors. Rodney McKinnie Alexander (born December 5, 1946) is an American politician and member of the Republican Party who served as the Secretary of the Louisiana Department of Veterans Affairs from September 30, 2013, until June 3, 2014. Previously he was the U.S. representative for from 2003 to 2013. First elected as a Democrat, he changed parties in 2004 to run as a Republican and was re-elected five times. Caldwell Parish (french: Paroisse de Caldwell) is a parish located in the U.S. state of Louisiana. As of the 2010 census, the population was 10,132, making it the fifth-least populous parish in Louisiana. The parish seat is Columbia. Most residents live in the country even beyond the three rural communities in the parish. History Caldwell Parish was formed in 1838 from part of Ouachita & Catahoula Parishes. Columbia is a town in, and the parish seat of, Caldwell Parish, Louisiana, United States. The population was 390 as of the 2010 census, down from 477 in 2000. History The land that became Columbia was first cleared by Daniel Humphries in 1827. A store was built a few years later the only settlement between Monroe, Louisiana and the settlements of the Black River was formed. The harbor became a busy port for shipping cotton by steamboats and Packet boats until the arrival of the railroad. Hartwell Neil Riser Jr. (born April 25, 1962) is an American politician. He served as a Republican member for the 32nd district of the Louisiana State Senate. Riser is currently a member of the Louisiana House of Representatives. Riser was born in Columbia, Louisiana.
