The prime minister of Tuvalu is the head of government of Tuvalu. According to Tuvalu's constitution, the prime minister must always be a member of the parliament, and is elected by parliament in a secret ballot. Because there are no political parties in Tuvalu, any member of parliament can be nominated for the role. Following the parliamentary vote the governor-general of Tuvalu (as head of state) is responsible for swearing in as the prime minister the person who commands the confidence of a majority of members of parliament. Funafuti is the capital of the island nation of Tuvalu. It has a population of 6,320 people (2017 census), and so it has more people than the rest of Tuvalu combined, with approximately 60% of the population. It consists of a narrow sweep of land between wide, encircling a large lagoon (''Te Namo'') long and wide. The average depth of the Funafuti lagoon is about 20 fathoms (36.5 metres or 120 feet).
