There were lieutenants of counties in Ireland until the reign of James II of England, James II, when they were renamed governors. The office of Lord Lieutenant was recreated on 23 August 1831. Lord Lieutenant
A lord-lieutenant ( ) is the British monarch's personal representative in each lieutenancy area of the United Kingdom. Historically, each lieutenant was responsible for organising the county's militia. In 1871, the lieutenant's responsibility over the local militia was removed. However, it was not until 1921 that they formally lost the right to call upon able-bodied men to fight when needed. Lord-lieutenant is now an honorary titular position usually awarded to a retired notable person in the county. Origins England and Wales Lieutenants were first appointed to a number of English counties by King Henry VIII in the 1540s, when the military functions of the sheriffs were handed over to them. Warner Westenra, 2nd Baron Rossmore
Warner William Westenra, 2nd Baron Rossmore (14 October 1765 – 10 August 1842), was an Anglo-Irish landowner and politician. Background and education Westenra was the son of Henry Westenra, Member of Parliament for County Monaghan, by Harriet Murray, daughter of Colonel John Murray, also Member of Parliament for County Monaghan. He was educated at Trinity College Dublin. Public life Westenra was returned to the Irish House of Commons for County Monaghan in August 1800, a seat he held until December of that year, when the Irish Parliament was abolished. He then represented the newly created constituency County Monaghan in the British Parliament until 1801, when he succeeded his maternal aunt's husband General Robert Cuninghame, 1st Baron Rossmore, as 2nd Baron Rossmore according to a special remainder in the letters patent. Sir John Leslie, 2nd Baronet (7 August 1857 – 25 January 1944) was an Anglo-Irish soldier and baronet. Early life Leslie was born on 7 August 1857. He was the only son of Sir John Leslie, 1st Baronet, and Lady Constance Wilhelmina Frances Dawson-Damer. His father was the Conservative Party (UK), Conservative Member of Parliament for Monaghan (UK Parliament constituency), Monaghan from 1871 to 1880 and was Leslie Baronets, created a baronet in 1876. Derrick Warner William Westenra, 5th Baron Rossmore (7 February 1853, Dublin, County Dublin, Ireland – 31 January 1921, Rossmore Park, County Monaghan, Ireland), known as The Hon. Derrick Westenra until March 1874, was an Anglo-Irish noble, soldier, author and Orangeman. Biography The second son of The 3rd Baron Rossmore and Josephine Julia Helen (née Lloyd), he was educated at Rugby. Commissioned a lieutenant in the Monaghan Militia, he resigned effective 4 December 1872, when he was made a sub-lieutenant in the 9th Lancers, replacing the controversial Sub-Lieutenant Tribe. Richard Dawson, 1st Earl of Dartrey KP (7 September 1817 – 12 May 1897), styled the Hon. Richard Dawson until 1827 and the Lord Cremorne from 1827 to 1866, was an Anglo-Irish Liberal, and later Liberal Unionist, politician. Life Dartrey was the second and only surviving son of Richard Dawson, 2nd Baron Cremorne, and his wife Anne Elizabeth Emily (née Whaley), and succeeded his father in the barony in 1827 at the age of nine. As this was an Irish peerage it did not entitle him to a seat in the House of Lords. In the late 1830s, Archbishop William Crolly, Catholic Archbishop of Armagh, was seeking a site for a new Catholic cathedral. Charles Powell Leslie (1821–1871)
Charles Powell Leslie (III) (13 September 1821 – 26 June 1871) was a Conservative member of the UK Parliament for Monaghan (UK Parliament constituency), Monaghan (1843–1871) and Lord Lieutenant of Monaghan (1858–1871). He was the third of his name; his Charles Powell Leslie (1769–1831), father, and Charles Powell Leslie (1731–1800), grandfather, also represented Monaghan. Leslie was educated at Christ Church, Oxford, where he matriculated in 1839. He played one first class cricket match for Oxford University Cricket Club against Marylebone Cricket Club at Lord's on 16–17 March 1841. Henry Robert Westenra, 3rd Baron Rossmore (24 August 1792 – 1 December 1860), was an Anglo-Irish Member of Parliament and peerage of the United Kingdom, peer, from 1843 to 1852 Lord Lieutenant of Monaghan. The History Of Parliament
The History of Parliament is a project to write a complete history of the United Kingdom Parliament and its predecessors, the Parliament of Great Britain and the Parliament of England. The history will principally consist of a prosopography, in which the history of an institution is told through the individual biographies of its members. After various amateur efforts the project was formally launched in 1940 and since 1951 has been funded by the Treasury. As of 2019, the volumes covering the House of Commons for the periods 1386–1421, 1509–1629, and 1660–1832 have been completed and published (in 41 separate volumes containing over 20 million words); and the first five volumes covering the House of Lords from 1660-1715 have been published, with further work on the Commons and the Lords ongoing. Robert Beatson, LL.D. FRSE FSA (1741–1818) was a Scottish compiler and miscellaneous writer. Life He was born on 25 June 1741 at Dysart in Fife, Scotland, the son of David Beatson of Vicarsgrange. He was educated for the military profession, and on one of his title-pages describes himself as 'late of his majesty's corps of Royal Engineers'. The ''Dictionary of National Biography'' states it was probably as a subaltern in this corps that he accompanied the unsuccessful expedition against Rochefort in 1757 (but he was only 15 years old and he is not listed by the Corps History as being an engineer on the expedition), and was present with the force which, reaching the West Indies early in 1759, failed in the attack on Martinique, but succeeded in capturing Guadeloupe. County Monaghan ( ; ga, Contae Mhuineacháin) is a county in Ireland. It is in the province of Ulster and is part of Border strategic planning area of the Northern and Western Region. It is named after the town of Monaghan. Monaghan County Council is the local authority for the county. The population of the county was 61,386 according to the 2016 census. William Fortescue, 1st Earl Of Clermont
William Henry Fortescue, 1st Earl of Clermont, KP (5 August 1722 – 30 September 1806), was an Irish peer and politician. Origins He was the eldest son of Thomas Fortescue (1683–1769), a Member of Parliament for Dundalk. His younger brother was James Fortescue, MP and Privy Counsellor. Career He served as High Sheriff of Louth in 1746. He represented Louth in the Irish House of Commons from 1745 to 1760 and subsequently Monaghan Borough from 1761 to 1770. In 1768 he sat briefly as Member of Parliament for Dundalk before opting to sit for Monaghan Borough, for which he had also been elected. He was appointed Governor and Custos Rotulorum of County Monaghan for life in 1775, standing down just before his death in 1806.
