Logan Waller Page (January 10, 1870 – December 9, 1918) was an American administrator, who became the first Director of the newly created Office of Public Roads in 1905, after the US Congress passed an act that consolidated the Office of Public Inquiry and the Bureau of Chemistry. Five years earlier, Page, a geologist with the Massachusetts State Highway Commission, accepted the position of Chief of the Division of Tests in Washington. In this post, his responsibilities included a study of road building on a national scale. As a geologist in Massachusetts, he had conducted the first extensive investigation of road-building materials in America. Later, as Chief of the Bureau of Chemistry, he began a series of investigations, which won international acclaim for the laboratories he directed. The Federal Highway Administration (FHWA) is a division of the United States Department of Transportation that specializes in highway transportation. The agency's major activities are grouped into two programs, the Federal-aid Highway Program and the Federal Lands Highway Program. Martin Dodge
Martin Dodge (May 27, 1851 – April 23, 1931) was an American administrator. Dodge was appointed Interim Director of the Office of Road Inquiry in August 1898 when his predecessor, General Roy Stone, vacated the office to serve in the Spanish–American War. General Stone resumed his duties as Director on January 31, 1899. He resigned on October 23, 1899, and Dodge was reappointed and served until 1905. Dodge was a zealous road builder and an advocate of free roads in the United States. As a member of the Ohio State Roads Commission, he was the leading exponent of the first brick surface rural road in the US. The road was laid on the Wooster Pike near Cleveland. Four miles of brick pavement were built in the fall of 1893 at a cost of $16,000 per mile. Thomas Harris MacDonald
Thomas Harris "Chief" MacDonald (July 23, 1881 – April 7, 1957) was an American civil engineer and politician with tremendous influence in building the American Interstate Highway System. He served as chief of the Iowa State Highway Commission, chief of the Bureau of Public Roads from 1919 to 1939, and commissioner of the Bureau of Public Roads from 1939 to March 31, 1953, when he resigned shortly after President Dwight D. Eisenhower's first term began on January 20, 1953. He directed national road policy for 34 years, serving under seven different U.S. Presidents. During his time, he supervised the creation of 3.5 million miles of highways. Later, he personally directed the creation of the Alaskan Highway, and helped the countries of Central America in building the Inter-American Highway.
