Lock And Dam No. 3
Lock and Dam No. 3 is a lock and dam located near Red Wing, Minnesota on the Upper Mississippi River around river mile 796.9. It was constructed and placed in operation July 1938. The site underwent major rehabilitation from 1988 through 1991. The dam is long with 4 roller gates. More than of earth embankment with a series of upstream spot dikes completes the structure to create Pool 3. The lock chamber is wide by long. The lock and dam is owned and operated by the St. Paul District of the United States Army Corps of Engineers-Mississippi Valley Division. Today, many types of vessels use the lock which annually passes more than 11 million tons of cargo, including farm products, chemicals and crude materials as the main items shipped. Each year more than 20,000 recreational craft use Lock 3, making it one of the most popular locks on the river. Also, a number of boats involved with fishing tournament utilize the lock. Upper Mississippi River
The Upper Mississippi River is the portion of the Mississippi River upstream of St. Louis, Missouri, United States, at the confluence of its main tributary, the Missouri River. History In terms of geologic and hydrographic history, the Upper Mississippi east and south of Fort Snelling is a portion of the now-extinct Glacial River Warren which carved the valley of the Minnesota River, permitting the immense Glacial Lake Agassiz to join the world's oceans at the Gulf of Mexico. The collapse of ice dams holding back Glacial Lake Duluth and Glacial Lake Grantsburg carved out the Dalles of the St. Croix River at Interstate Park. The Upper Mississippi River valley likely originated as an ice-marginal stream during the Pre-Illinoian Stage. Public Works Administration
The Public Works Administration (PWA), part of the New Deal of 1933, was a large-scale public works construction agency in the United States headed by Secretary of the Interior Harold L. Ickes. It was created by the National Industrial Recovery Act in June 1933 in response to the Great Depression. It built large-scale public works such as dams, bridges, hospitals, and schools. Its goals were to spend $3.3 billion (about $10 per person in the U.S.) in the first year, and $6 billion (about $18 dollars per person in the U.S.) in all, to supply employment, stabilize buying power, and help revive the economy. Most of the spending came in two waves in 1933–1935 and again in 1938. Originally called the ''Federal Emergency Administration of Public Works'', it was renamed the Public Works Administration in 1935 and shut down in 1944.
