Local Government Act 2019
The Local Government Act 2019 ( Act No.1 of 2019; previously the Local Government Bill 2018, Bill No. 91 of 2018) is an Act of the Oireachtas (Irish parliament) which provided for the following: * The transfer of territory to Cork City Council area from Cork County Council area, with effect from the 2019 local elections, thereby implementing the Cork Local Government Implementation Oversight Group's recommendations * The provision of plebiscites, which were held alongside the May 2019 local elections, to approve the principle of directly elected mayors for Cork City Council, Limerick City and County Council, and Waterford City and County Council, rejected in Cork and Waterford and only passed in Limerick. The proposed directly elected mayor for the Dublin metropolitan area was excluded from the act because of the greater complexity of the debate across four local government areas, with Fingal County Council having opposed previous proposals. The functions of local government in the Republic of Ireland are mostly exercised by thirty-one local authorities, termed County, City, or City and County Councils. The principal decision-making body in each of the thirty-one local authorities is composed of the members of the council, elected by universal franchise in local elections every five years from multi-seat local electoral areas using the single transferable vote. A Referendum Commission ( ga, An Coimisiún Reifrinn) is an independent statutory body in Ireland which is set up in advance of any referendum. The Referendum Act 1998 as amended by the Referendum Act 2001 provides for the establishment of the body. Background In 1995 Patricia McKenna won a case in the Supreme Court of Ireland, in which she argued successfully that it was unconstitutional for the Government of Ireland to spend taxpayers' money promoting only one side of the argument in a referendum campaign. Proposed Directly Elected Mayor For The Dublin Metropolitan Area
There have been several proposals for a directly elected mayor of the Dublin metropolitan area in Ireland. The area corresponds to County Dublin, and comprises four local authority areas, namely the city of Dublin and the counties of South Dublin, Fingal, and Dún Laoghaire–Rathdown. Currently, the elected councillors of each local authority area choose a chairperson or mayor annually from among their number as a ceremonial head with no extra powers. The chairperson of Dublin City Council is the Lord Mayor of Dublin, a ceremonial position separate from the proposed executive mayor. This is similar to the distinction between the ancient office of Lord Mayor of London and the office of Mayor of London established in 2000.
