The Redistribution of Seats Act 1885 (48 & 49 Vict., c. 23) was an Act of the Parliament of the United Kingdom. It was a piece of electoral reform legislation that redistributed the seats in the House of Commons, introducing the concept of equally populated constituencies, a concept in the broader global context termed equal apportionment, in an attempt to equalise representation across the UK. John Bigham, 1st Viscount Mersey
John Charles Bigham, 1st Viscount Mersey, (3 August 1840 – 3 September 1929) was a British jurist and politician. After early success as a lawyer, and a less successful spell as a politician, he was appointed a judge, working in commercial law. 1950 United Kingdom General Election
The 1950 United Kingdom general election was the first ever to be held after a full term of Labour government. The election was held on Thursday 23 February 1950, and was the first held following the abolition of plural voting and university constituencies. The government's 1945 lead over the Conservative Party shrank dramatically, and Labour was returned to power but with an overall majority reduced from 146 to just 5. There was a 2.8% national swing towards the Conservatives, who gained 90 seats. Labour called another general election in 1951, which the Conservative Party won. Turnout increased to 83.9%, the highest turnout in a UK general election under universal suffrage, and representing an increase of more than 11% in comparison to 1945. Patrick Buchan-Hepburn, 1st Baron Hailes
Patrick George Thomas Buchan-Hepburn, 1st Baron Hailes, (2 April 1901 – 5 November 1974) was a British Conservative politician and the only Governor-General of the short-lived West Indies Federation from 1958 to 1962. Background and education Buchan-Hepburn was the youngest son of Sir Archibald Buchan-Hepburn, 4th Baronet (see Buchan-Hepburn baronets) and his wife Edith Agnes (née Karslake). He was educated at Harrow and Trinity College, Cambridge. Career Buchan-Hepburn was a personal secretary to Winston Churchill and a London County Councillor. 1931 Liverpool East Toxteth By-election
The 1931 Liverpool East Toxteth by-election was held on 5 February 1931. The by-election was held due to the succession to the peerage of the incumbent Conservative MP, Henry Mond. It was won by the Conservative candidate Patrick Buchan-Hepburn. Mond, a former Liberal had won the seat for the Conservatives at a by-election in 1929 and had held it with an increased at the 1929 general election a few weeks later. Buchan-Hepburn had previously served on the London County Council and as a private secretary to Winston Churchill. Henry Ludwig Mond, 2nd Baron Melchett (10 May 1898 – 22 January 1949) was a British politician, industrialist and financier. Early life and education Henry Mond was born in London, the only son of Alfred Mond, 1st Baron Melchett and his wife Violet (née Goetze). He was educated at Winchester College. The 1929 Liverpool East Toxteth by-election was a parliamentary by-election for the British House of Commons constituency of Liverpool East Toxteth on 19 March 1929. Vacancy The by-election was caused by the death of the sitting Unionist MP, Albert Edward Jacob on 26 February 1929, aged 71. He had been MP here since holding the seat in 1924. Election history East Toxteth was a safe Unionist seat that they had not lost since the seat was created in 1885. One former Unionist MP had crossed the floor to join the Liberals in 1906 due to his support for Free Trade, but he did not attempt to defend the seat under his new party colours.
