Ultratop is an organization which generates and publishes the official record charts in Belgium. Ultratop is a non-profit organization, created on the initiative of the Belgian Entertainment Association (BEA), the Belgian member organization of the International Federation of the Phonographic Industry. Two parallel sets of charts are concurrently produced and published, one on behalf of Belgium's mainly Dutch-speaking Flanders region, and the other catering to the nation's mainly French-speaking region of Wallonia. Ultratop charts The music charts produced by Ultratop organization are separated along regional-language boundaries, an unusual division that is justified by the cultural differences in Belgium. "99 Luftballons" (german: link=no, Neunundneunzig Luftballons, "99 balloons") is a song by the German band Nena from their 1983 self-titled album. An English-language version titled "99 Red Balloons", with lyrics by Kevin McAlea, was also released on the album ''99 Luftballons'' in 1984 after widespread success of the original in Europe and Japan. "Moonlight Shadow" is a song written and performed by English multi-instrumentalist Mike Oldfield, released as a single in May 1983 by Virgin Records, and included on his eighth album, ''Crises'', of the same year. Stars on 45 was a Dutch novelty pop act that was successful in Europe, the United States, and Australia in the early 1980s. The group later shortened its name to Stars On in the U.S., while in the UK and Ireland it was known as Starsound (aka Star Sound). The Shorts was a pop group from the Netherlands consisting of Hans van Vondelen (vocals), Erik de Wildt (keyboard), Hans Stokkermans (bass guitar) and Peter Wezenbeek (drums). The group was formed in 1976, and scored a 1983 international hit with "Comment ça va" produced by Jack Jersey. Last "recorded" appearance is from Sopot Festival 1984. History The Shorts were founded under the name De Bliksemafleiders in Leiden in 1977 by producer Danny de Heer. On a talent show he discovered Hans van Vondelen , Erik de Wildt , Peter Wezenbeek , Frank van der Ven and Hans Stokkermans . "Comment ça va" (French for "How is it going?") is a 1983 pop song by Dutch boy band The Shorts. The song deals about a boy who meets a French girl, but they can not understand each other because they speak different languages. It was originally written in English by Dutch composer Eddy de Heer, but EMI insisted on a Dutch version which was written by Jack Jersey who also produced this song. The Dutch version was released as a single, but was neglected by the official Dutch radio stations. After 10,000 singles were sold, with only airplay on pirate radio, the official radio stations started playing the song and it went to the number one spot in the Dutch Top 40.
