Elbasan
Elbasan ( ; sq-definite, Elbasani ) is the fourth most populous city of Albania and seat of Elbasan County and Elbasan Municipality. It lies to the north of the river Shkumbin between the Skanderbeg Mountains and the Myzeqe Plain in central Albania. Etymology The Albanian name is derived from the Ottoman Turkish ''il-basan'' ("the fortress"). is also the Aromanian name of the city. According to Saliaj the name in antiquity ''Scampa'' is derived from the word ''Shkamba'' ("The Rock or Cliff") in Albanian. Albanian Declaration Of Independence
The Albanian Declaration of Independence ( Albanian: ''Deklarata e Pavarësisë'') was the declaration of independence of Albania from the Ottoman Empire. Independent Albania was proclaimed in Vlorë on 28 November 1912. Six days later the Assembly of Vlorë formed the first Government of Albania which was led by Ismail Qemali and the Council of Elders (Pleqnia). The success of the Albanian Revolt of 1912 sent a strong signal to the neighboring countries that the Ottoman Empire was weak. The Kingdom of Serbia opposed the plan for an Albanian Vilayet, preferring a partition of the European territory of the Ottoman Empire among the four Balkan allies. Balkan allies planned the partition of the European territory of the Ottoman Empire among them and in the meantime the territory conquered during First Balkan War was agreed to have status of the Condominium. Lef Nosi
Lef Nosi (born Elefter Nosi; 9 April 187720 February 1946) was an Albanian publisher, archivist, philologist, folklorist, ethnographer, numismatist, archaeologist and politician. On 28 November 1912, he was as one of the signatories of the Declaration of Independence, representing Elbasan. During the Second World War, Nosi was a leading member of Balli Kombëtar and was chosen as a member of the Albanian High Council. Biography Early life Lef Nosi was born on 9 April 1877 of a wealthy family in Elbasan. He supported the Congress of Elbasan in August 1909 and was director of the respected Normal School (''Shkolla Normale'') in his native town. On 25 March 1910, he began editing the weekly newspaper Tomorri (''Tomorr''). Nosi was also a committee member of the Albanian club in Elbasan. Qemal Karaosmani
Qemal bej Karaosmani (17 July 1875 – 5 August 1949) was one of the signatories of the Albanian Declaration of Independence,"History of Albanian People" Albanian Academy of Science. and an activist of Albanian education. He served as General Secretary and briefly as Minister of Agriculture in the Provisional Government of Albania. Life Karaosmani was born in Elbasan, back then part of Manastir Vilayet of the Ottoman Empire, today's central Albania. He got his first studies in the Turkish school of his home town. Later he finished the high school and the graduate studies in Istanbul where he got a degree for Political Sciences and Civic Administration. During his studies in Istanbul, he got in contact with some Albanian patriots and activists, especially Murat Toptani, who would become a close friend.
