Akim
An ''akim'' ( kk, әкім, әкімдер / ''äkimder''; ky, аким; russian: аким) is the head of a local government in Kazakhstan and Kyrgyzstan. ''Akim'', meaning "God will establish", is derived from the Arabic word '' hakim'', which means "ruler" or "governor". Definitions Kazakhstan In Kazakhstan, an ''äkim'' is the head of an ''akimat'', a municipal, district, or provincial government (''akimat''), and serves as the Presidential representative. ''Äkims'' of provinces and cities are appointed to the post by the President on the advice of the Prime Minister. Meanwhile, the ''äkims'' of other administrative and territorial units are appointed or selected to the post in an order defined by the President. He may also dismiss äkims from their posts. Powers of ''äkims'' ends with the introduction into the post of new-elected president of the republic. Pavlodar Region ( kk, Павлодар облысы, translit=Pavlodar oblysy; russian: Павлодарская область, translit=Pavlodarskaya oblast) is a region of Kazakhstan. The population of the region was and ; the latest official estimate (as at the start of 2018) was 754,739. Its capital is the city of Pavlodar, which had a population of 360,014 at the start of 2018. Many people, especially Ukrainians, migrated to Pavlodar in Nikita Khrushchev's Virgin Lands Campaign. The Bayanaul National Park, a protected area of the Kazakh Uplands, is located in the Bayanaul Range, within 100 km of Ekibastuz. Galymzhan Zhakiyanov
Galymzhan Zhakiyanov ( kk, Ғалымжан Баділжанұлы Жақиянов, ''Ğalymjan Badıljanūly Jaqiianov''; born 8 May 1963) is a Kazakh businessman and politician. He owned several companies in Kazakhstan and has served as the akim of Semipalatinsk Region and Pavlodar Region. He was imprisoned from 2002 to 2006 on charges of abuse of office. Early life and career Zhakiyanov was born in 1963 in the village of Kuigan. He graduated from Moscow Bauman Moscow State Technical University in 1986 with a degree in Mechanical Engineering. Zhakiyanov worked for a time as a manager at a Soviet military plant. Right before the breakup of the Soviet Union, he started with other partners own business operating a coal and natural resources company in Kazakhstan. Bakhytjan Abdiruly Sagintayev ( kk, Бақытжан Әбдірұлы Сағынтаев, ''Baqytjan Äbdırūly Sağyntaev,'' ; born 13 October 1963) is a Kazakh politician who was a Prime Minister of Kazakhstan, from 9 September 2016 until his resignation on 21 February 2019. He served as the Äkim of Almaty from 28 June 2019 until he was replaced by Erbolat Dosaev on 31 January 2022 following the 2022 Kazakh unrest which greatly affected the city. Early life and education Sagintayev was born in the village of Usharal. His father, Abdyr Sagintayev (1921–1986), was a World War II veteran who worked as the director of the Talas Sheep Breeding Plant.
