A think tank, or policy institute, is a research institute that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within government or are associated with particular political parties, businesses or the military. Think-tank funding often includes a combination of donations from very wealthy people and those not so wealthy, with many also accepting government grants. Think tanks publish articles and studies, and even draft legislation on particular matters of policy or society. This information is then used by governments, businesses, media organizations, social movements or other interest groups. It is based in Sydney and focuses on classical liberal issues such as free markets and limited government. ''Per capita'' is a Latin phrase literally meaning "by heads" or "for each head", and idiomatically used to mean "per person". The term is used in a wide variety of social sciences and statistical research contexts, including government statistics, economic indicators, and built environment studies. It is commonly used in the field of statistics in place of saying "per person" (although ''per caput'' is the Latin for "per head"). It is also used in wills to indicate that each of the named beneficiaries should receive, by devise or bequest, equal shares of the estate. The Development Policy Centre (Devpol) is an aid and development policy think tank based at the Crawford School of Public Policy in the College of Asia and the Pacific at the Australian National University.
