The Ambassador of Luxembourg to the United States is the Grand Duchy of Luxembourg's foremost diplomatic representative in the United States of America, and in charge of Luxembourg's diplomatic mission in the United States. In addition, the ambassador serves concurrently as the non-resident ambassador to Canada, non-resident ambassador to Mexico, and permanent observer to the Organization of American States, all of which are ambassadorial positions in their own right. The embassy is in Washington DC, and was opened by the government in exile in 1940. Excellency is an honorific style given to certain high-level officers of a sovereign state, officials of an international organization, or members of an aristocracy. Once entitled to the title "Excellency", the holder usually retains the right to that courtesy throughout their lifetime, although in some cases the title is attached to a particular office, and is held only for the duration of that office. Alphonse Berns (born April 9, 1952) is a senior Luxembourg diplomat in the rank of Ambassador extraordinary and plenipotentiary. He has served as his country's Ambassador in Washington, DC, London, Brussels, to NATO as well as to the UN and WTO in Geneva. Currently he holds the position of Director General for Fiscal Policy in the Ministry of Finance in Luxembourg.
