The Union Cycliste Internationale (UCI), the governing body of cycling, categorises teams into three divisions. The top 18 teams are the UCI WorldTeams and compete in the UCI World Tour. The second and third divisions respectively are the Professional Continental teams and the Continental teams. The teams compete in the UCI Continental Circuits, which are divided into five continental zones: Africa, America, Asia, Europe and Oceania. They also win points in the UCI World Ranking. The ''Union Cycliste Internationale'' (UCI; ; en, International Cycling Union) is the world governing body for sports cycling and oversees international competitive cycling events. The UCI is based in Aigle, Switzerland. The UCI issues racing licenses to riders and enforces disciplinary rules, such as in matters of doping. 2016 UCI World Tour
The 2016 UCI World Tour was a competition that included 27 road cycling events throughout the 2016 men's cycling season. It was the eighth edition of the ranking system launched by the Union Cycliste Internationale (UCI) in 2009. The competition started with the opening stage of the Tour Down Under on 19 January, and concluded with Il Lombardia on 1 October. Spain's Alejandro Valverde was the two-times defending champion. Valverde was unable to defend his title, as he finished fourth in the individual rankings. The title was won for the first time by Slovakian rider Peter Sagan for the team, scoring 669 points over the course of the season. This included victories at Gent–Wevelgem, the Tour of Flanders and the Grand Prix Cycliste de Québec. The team began at the club-level as Team Medique (2012) and Team Medique p/b Silber Investments (2013), before gaining a UCI Continental license from 2014-2018 as Silber Pro Cycling. The UCI men's road racing world rankings are a point system which is used to rank men's road cycling riders. Points are accrued over a rolling 52 weeks in three categories (Individual, Nations and Teams). Also Year-End rankings exist, based on 12-month period in both Individual and Nations categories. All points available are determined on the importance level and for its prestige at each race. The 2016 UCI Oceania Tour was the twelfth season of the UCI Oceania Tour. The season began on 20 January 2016 with the New Zealand Cycle Classic and finished on 5 March 2016 with the Continental Championships.
