Li Jinhua
Li Jinhua (; born July 1943) is a retired government official in the People's Republic of China. Biography Li Jinhua was born in Rudong, Jiangsu in 1943. In 1963, he was admitted to the Central Institute of Finance and Economics. After graduating in the fall of 1966, Li was dispatched to the mountainous Shaanxi province to teach at the Northwest Institute of Finance and Economics. In 1971, Li Jinhua became an accountant for the aircraft factory number 572 in Shaanxi. He worked there for the next 14 years, and rose to become the factory's director. In 1985, Li became the Deputy Auditor General. Li became the Auditor General of the National Audit Office of China in 1998, and was appointed to his second term in 2003. Guo Zhenqian (; February 1933 – 13 August 2019) was a Chinese politician and banker. He served as Governor of Hubei Province from 1985 to 1990, Vice Governor of the People's Bank of China from 1990 to 1993, and Auditor-General of the National Audit Office (China), National Audit Office from 1994 to 1998. Early life and education Guo was born in February 1933 in Luoning County, Henan, Republic of China. He participated in the Communist Revolution from July 1947 and joined the Chinese Communist Party in April 1949. He is the former Chairman of the Standing Committee of Shandong People's Congress, Communist Party Secretary of Shandong, before that, Auditor General of the People's Republic of China. Audit storm (Chinese: 审计风暴) was a phrase that Chinese media coined to describe the auditing campaigns initiated by the National Audit Office of China. In 2003, Auditor General Li Jinhua presented the annual audit report to the Standing Committee of the National People's Congress. He openly disclosed the severe irregularities committed by many ministries and other government agencies. This report was posted to the official website of the NAO. It was the first time that the audit report was published to the public. This received significant public attention and was labelled as "audit storm". In June 2004, Li Jinhua again submitted bold auditing report to the NPC's Standing Committee and disclosed many major problems in government. Nearly 600 people were punished for being involved in irregularities. The term of "audit storm" was coined in 2003 for the NAO's audit report of that year.
