Li Hou
Li Hou (, June 1923 – 27 September 2009) is a Chinese Communist Party politician. Li Hou was born in Zhucheng, Shandong Province of China in 1923. He began involving in revolutionary activities in 1937 and joined the Communist Party of China (CPC) in the following year and worked in the 57th Northeastern Red Army. After 1941, he served in the Propaganda Department of the Shandong Sub-bureau under the CPC Central Committee. He worked as a reporter and chief editor of the local newspaper, ''Shandong Dazhong Daily'' from 1942 until the Communists seized power over China in 1949. After the founding of the People's Republic of China, he served consecutively as chief editor of the Xinhua News Agency Shandong Branch Office and member of the editorial board of the ''Dazhong Daily'' between 1949 and 1951. The Chinese Communist Party (CCP), officially the Communist Party of China (CPC), is the founding and One-party state, sole ruling party of the China, People's Republic of China (PRC). The National Congress of the Chinese Communist Party (; literally: Chinese Communist Party National Representatives Congress) is a party congress that is held every five years. The National Congress is theoretically the highest body within the Chinese Communist Party (CCP). Since 1987 the National Congress has been held in the months of October or November. The venue for the event, beginning in 1956, is the Great Hall of the People in Beijing. The Congress is the public venue for top-level leadership changes in the CCP and the formal event for changes to the Party's Constitution. National People's Congresses
The National People's Congress of the People's Republic of China (NPC; ), or simply the National People's Congress, is constitutionally the supreme state authority and the national legislature of the People's Republic of China. With 2,980 members in 2018, it is the largest legislative body in the world. The National People's Congress meets in full session for roughly two weeks each year and votes on important pieces of legislation and personnel assignments among other things, and due to the temporary nature of the plenary sessions, most of NPC's power is delegated to the Standing Committee of the National People's Congress (NPCSC), which consists of about 170 legislators and meets in continuous bi-monthly sessions, when its parent NPC is not in session. The Hong Kong Special Administrative Region Basic Law Drafting Committee (BLDC) was formed in June 1985 for the drafts of the Hong Kong Basic Law for the Hong Kong Special Administrative Region (HKSAR) after 1997. It was formed as a working group under the National People's Congress. The Drafting Committee had 59 members, of whom 23 were from Hong Kong and 36 were from Mainland, mostly the PRC government officials. The Drafting Committee was dominated by Hong Kong businessmen with a share from different social sectors. Sino-Portuguese Joint Declaration
The Joint Declaration on the Question of Macau, or Sino-Portuguese Joint Declaration, was a treaty between Portugal and the People's Republic of China over the status of Macau. The full name of the treaty is Joint Declaration of the Government of the People's Republic of China and the Government of the Portuguese Republic on the question of Macao. Signed on 26 March 1987 the Declaration established the process and conditions of the transfer of the territory from Portuguese rule to the People's Republic of China. The Joint Declaration served also as the main source of fundamental rights that were implemented in the Macau Special Administrative Region Basic Law.
