Lewis–Mogridge Position
The Lewis–Mogridge position, named after David Lewis and Martin J. H. Mogridge, was formulated in 1990 and observes that as more roads are built, more traffic consequently fills these roads. Speed gains from some new roads can disappear within months, if not weeks. Sometimes, new roads help to reduce traffic jams, but, in most cases, the congestion is only shifted to another junction. The position reads ''traffic expands to meet the available road space'' (Mogridge, 1990). It is generally referred to as induced demand in the transport literature, and was posited as the "Iron Law of Congestion" by Anthony Downs. It is a special case of Jevons paradox (where the resource in question is traffic capacity), and relates to Marchetti's constant (average commute times are similar in widely varying conditions). London Congestion Charge
The London congestion charge is a fee charged on most cars and motor vehicles being driven within the Congestion Charge Zone (CCZ) in Central London between 7:00 am and 6:00 pm Monday to Friday, and between 12:00 noon and 6:00 pm Saturday and Sunday. Inspired by Singapore's Electronic Road Pricing (ERP) system after London officials had travelled to the country, the charge was first introduced on 17 February 2003. The London charge zone is one of the largest congestion charge zones in the world, despite the removal of the Western Extension which operated between February 2007 and January 2011. The charge not only helps to reduce high traffic flow in the city streets, but also reduces air and noise pollution in the central London area and raises investment funds for London's transport system. Mohring Effect
The Mohring effect is the observation that, if the frequency of a transit service (e.g., buses per hour) increases with demand, then a rise in demand shortens the waiting times of passengers at stops and stations. Because waiting time forms part of the costs of transportation, the Mohring effect implies increasing returns to scale for scheduled urban transport services. The effect was named for the University of Minnesota economist Herbert Mohring, who identified this property in a 1972 paper. John Glen Wardrop
John Glen Wardrop (1922–1989), born in Warwick, England, was an English mathematician and transport analyst who developed what became known as Wardrop's first and second principles of equilibrium in the field of traffic assignment. He studied at Downing College, Cambridge, and worked in Operational Research at British Bomber Command during the Second World War. He then helped to set up, and later headed, the Traffic Section of the Road Research Laboratory near Slough (Part of the Directorate of Scientific and Industrial Research within the UK Civil Service) where he published his work on equilibrium. Braess's Paradox
Braess's paradox is the observation that adding one or more roads to a road network can slow down overall traffic flow through it. The paradox was discovered by the German mathematician Dietrich Braess in 1968. The paradox may have analogies in electrical power grids and biological systems. It has been suggested that, in theory, the improvement of a malfunctioning network could be accomplished by removing certain parts of it. Downs–Thomson Paradox
The Downs–Thomson paradox (named after Anthony Downs and John Michael Thomson), also known as the Pigou–Knight–Downs paradox (after Arthur Cecil Pigou and Frank Knight), states that the equilibrium speed of car traffic on a road network is determined by the average door-to-door speed of equivalent journeys taken by public transport. It is a paradox in that improvements in the road network will not reduce traffic congestion. Improvements in the road network can make congestion worse if the improvements make public transport more inconvenient or if they shift investment, causing disinvestment in the public transport system. Consequence The general conclusion, if the paradox applies, is that expanding a road system as a remedy to congestion is ineffective and often even counterproductive. Marchetti's Constant
Marchetti's constant is the average time spent by a person for commuting each day. Its value is approximately one hour, or half an hour for a one-way trip. It is named after Italian physicist Cesare Marchetti, though Marchetti himself attributed the "one hour" finding to transportation analyst and engineer Yacov Zahavi. In economics, the Jevons paradox (; sometimes Jevons effect) occurs when technological progress or government policy increases the efficiency with which a resource is used (reducing the amount necessary for any one use), but the falling cost of use increases its demand, increasing, rather than reducing, resource use.
