2021 Hong Kong Electoral Changes
The 2021 Hong Kong electoral changes were initiated by the National People's Congress (NPC) on 11 March 2021 to "amend electoral rules and improve the electoral system" of the Hong Kong Special Administrative Region (HKSAR) for its Chief Executive (CE) and the Legislative Council (LegCo), in order to ensure a system in which only "patriots", according to the Chinese definition, govern Hong Kong. Paul Chan Mo-po
Paul Chan Mo-po (; born 18 March 1955) is the Financial Secretary of Hong Kong and former Secretary for Development of Hong Kong Special Administrative Region. He was a member of the Legislative Council of Hong Kong (Accountancy functional constituency). He is an accountant and the former President of the Hong Kong Institute of Certified Public Accountants (HKICPA). He holds BBA and MBA degrees from the Chinese University of Hong Kong, where he is an Adjunct Associate Professor. He has also studied at the Harvard Business School. Financial Secretary (Hong Kong)
The Financial Secretary () is the title held by the Hong Kong government minister who is responsible for all economic and financial matters (“Department of Finance” per Article 60 of the Basic Law). The position is among the three most senior Principal Officials of the Government, second only to the Chief Secretary in the order of precedence (but not subordinate to the CS). Together with other secretaries, the Financial Secretary is accountable to the Legislative Council and the Chief Executive (the Governor before the 1997 transfer of sovereignty) for his actions in supervising the formulation and implementation of financial and economic policies. Eric Chan Kwok-ki (; born 5 April 1959) is a Hong Kong politician who is the incumbent Chief Secretary for Administration since 1 July 2022. He was also the secretary-general of the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region, Committee for Safeguarding National Security (2020–2022). State Council Of The People's Republic Of China
The State Council, constitutionally synonymous with the Central People's Government since 1954 (particularly in relation to local governments), is the chief administrative authority of the People's Republic of China. It is chaired by the premier and includes each cabinet-level executive department's executive chief. Election Committee
The Election Committee is a Hong Kong electoral college, the function of which is to select the Chief Executive (CE) and, since 2021, to elect 40 of the 90 members of the Legislative Council. Established by Annex I of the Basic Law of Hong Kong which states that "the Chief Executive shall be elected by a broadly representative Election Committee in accordance with this Law and appointed by the Central People's Government (State Council)."
