The following is a list of Tax Commissioners of North Dakota since the office was created in 1919. The office was an appointed position from 1919 to 1940, and an elected position on the no-party ballot from 1940 to 1987, and an elected position on a party ballot since 1987. Party information given for the commissioners who served before 1940 is based on the party of the Governor of North Dakota who appointed them to the position. From 1940 to 1987, the office became an elected position, but was placed on the no party ballot. Since 1987, the office has been placed on a party-affiliated ballot. Dean Ray Koontz (born July 9, 1945) is an American author. His novels are billed as suspense thrillers, but frequently incorporate elements of horror, fantasy, science fiction, mystery, and satire. Many of his books have appeared on ''The New York Times'' Best Seller list, with fourteen hardcovers and sixteen paperbacks reaching the number-one position. Koontz wrote under a number of pen names earlier in his career, including "David Axton", "Deanna Dwyer", "K.R. Dwyer", "Leigh Nichols" and "Brian Coffey". He has published over 105 novels and a number of novellas and collections of short stories, and has sold over 450 million copies of his work. Early life Koontz was born on July 9, 1945, in Everett, Pennsylvania, the son of Florence (née Logue) and Raymond Koontz. Lee Anthony Nicholls (born 5 October 1992) is an English professional footballer who plays as a goalkeeper for EFL Championship club Huddersfield Town. Early life Lee Nicholls was born in Huyton, Merseyside. Club career Wigan Athletic Nicholls signed scholarship forms with Wigan Athletic in the summer of 2009. After a series of impressive performances for the reserve team, he appeared for the first-team as a substitute for the first time on 2 January 2010 in a 4–1 FA Cup third round victory over Hull City. Later in the month, he signed a two and a half-year professional contract with the club. In January 2012, Nicholls extended his contract at Wigan until 2014. In between loan spells, Nicholls made his league debut on 27 October 2013 in a goalless draw away to Charlton Athletic.
