Yeongcheon () is a city in North Gyeongsang Province, South Korea. Yeongcheon is located southeast of Seoul, in the southeast of North Gyeongsang Province. Moon Jae-in (; ; born 24 January 1953) is a South Korean former politician, civil servant and lawyer who served as the 12th president of South Korea between 2017 and 2022. Prior to his presidency, he served as Senior Secretary for Civil Affairs and Chief of Staff to President Roh Moo-hyun, Member of the National Assembly, and Leader of the Democratic Party of Korea. Born to North Korean refugees of House of Moon in Hamhung, Moon was raised in poverty in the southern port city of Busan. He excelled in school and studied law at Kyung Hee University. Lieutenant general (Lt Gen, LTG and similar) is a three-star military rank (NATO code OF-8) used in many countries. The rank traces its origins to the Middle Ages, where the title of lieutenant general was held by the second-in-command on the battlefield, who was normally subordinate to a captain general. The Joint Chiefs of Staff of the Republic of Korea (, Hanja: 大韓民國 合同參謀本部) is a group of Chiefs from each major branch of the armed services in the South Korean military. Unlike the United States' counterpart which is primarily advisory, the Chairman of the Joint Chiefs of Staff has actual operational control over all military personnel of South Korea's armed forces.
