Lee S. Cotter is an American politician and a Republican member of the New Mexico Senate representing District 36 since January 15, 2013. Education Cotter earned his BS in civil engineering from New Mexico State University and his MBA from the University of Arizona. The New Mexico Legislature ( es, Legislatura de Nuevo México) is the legislative branch of the state government of New Mexico. It is a bicameral body made up of the New Mexico House of Representatives and the New Mexico Senate.
