Law Enforcement In Kyrgyzstan
Law enforcement in the Kyrgyz Republic is primarily the responsibility of the Ministry of Internal Affairs. The ministry commands the police force, also known locally as militsiya, directly and thus policemen carry the insignia of the ministry (ИИМ). This structure of law enforcement is similar to its predecessors and many other post-Soviet states. The ministry is subdivided into numerous departments that tackle the different aspects of law enforcement in the Kyrgyz Republic and is also supported simultaneously by other governmental agencies. The Ministry of Internal Affairs of Kyrgyzstan ( ky, Кыргыз Республикасынын Ички Иштер Министирлиги, russian: Министерство внутренних дел Киргизской Республики) is a Government ministry that is connected to the Armed Forces of the Kyrgyz Republic. The organization also commands the Kyrgyz Frontier Force and administers the MVD Academy of Kyrgyzstan. State Border Guard Service (Kyrgyz Republic)
The Border Guard Service of the State Committee for National Security of the Kyrgyz Republic also commonly known as the Kyrgyz Frontier Force is the border guard of the Kyrgyz Republic. It is currently a Public Service department of the government of the republic and is not part of any ministries. History Upon its independence in 1992, Kyrgyzstan took command over the former Soviet Republic's directorate of the KGB's Central Asian Border Troops District which was part of the wider Soviet Border Troops, that numbered at about 2,000 mostly Russian troops. However in late 1992, Russia established a joint Kyrgyzstani-Russian Border Troop Command, which effectively brought the border protection responsibilities under Russian command again. The borders of Kyrgyzstan with post-Soviet states were thus mostly unguarded as the Russian Border Troops mostly concentrated on guarding the borders facing countries such as Afghanistan and China. Police Reform In Kyrgyzstan
Police Reform in the Kyrgyz Republic refers to the package of measures intended to improve the work of the Ministry of Internal Affairs of the Kyrgyz Republic, which commands the police force, so as to increase the public's level of trust in the police and strengthen its interaction with the institutions of civil society, amongst other improvements. Attempts at police reform were initiated in Kyrgyzstan in 1998, 2005 and 2012. The current reform program was launched by the government on April 30, 2013. Reformation process Early attempts On 23 July 1998, the Kyrgyz government approved Resolution #490, “The Concept of Development of the Ministry of Internal Affairs (MIA) of the Kyrgyz Republic”. Community Security Initiative
The Community Security Initiative (CSI) (russian: Инициатива общественной безопасности) was a project of the OSCE in Kyrgyzstan that aimed to help the country's police in their activities. The project was established following the 2010 South Kyrgyzstan ethnic clashes. The main objective of the CSI was "to increase the respect for and protection of human rights by the police and to build confidence between law enforcement agencies and communities including through the promotion of multi-ethnic policing." The CSI was approved in November 2010 by all OSCE participating states. The project was officially ended on 11 December 2015.
