Lao Holding State Enterprise
Lao Holding State Enterprise ''(LHSE)'' is a state corporation of Laos that is primarily involved with the financing of the energy industry, including the Nam Theun 2 Power Company, of whose stock it controls 25%. LHSE is involved with other projects of Laos' energy infrastructure, including Nam Ngum Dam, Nam Ngiep Dam and the Hongsa Lignite Power Plant. The company is part of the Ministry of Finance. Hongsa Lignite Power Plant
Hongsa ( lo, ຫົງສາ, ) is a town in northwestern Laos. It is in Hongsa District in Sainyabuli Province. The town is northwest of the provincial capital Sainyabuli. Nearby Ban Viengkeo is a rotating host to a major elephant festival. The district is the site of the Hongsa coal-fired power plant that began operation in 2015. Economy The economy is dominated by the 1,878 MW Hongsa lignite-fired power plant adjacent to Thailand's Nan Province. The Hongsa plant accounts for around a third of Lao energy production. Almost all of its power is exported to Thailand. The plant is 80% Thai-owned, backed by nine Thai banks. The company is part of the Ministry of Mines and Energy. It was formed as a branch of Electricite du Laos (EDL) in 1982, working on the Vientiane Plain Rural Electrification Project. The politics of the Lao People's Democratic Republic (commonly known as Laos) takes place in the framework of a one-party parliamentary socialist republic. The only legal political party is the Lao People's Revolutionary Party (LPRP). The head of state is President Thongloun Sisoulith, who is also the LPRP general secretary, making him the supreme leader of Laos. The head of government is Prime Minister Phankham Viphavanh. Fossil fuel The Hongsa Thermal Power Station is an 1,878-megawatt (MW) coal-fired power station in Hongsa District, Sainyabuli Province. It is a "mine mouth" facility, fueled by lignite from an adjacent mine. Its three power generating units came on line in 2015–2016. In February 2021, the Lao government announced that two lignite-fired power plants will constructed in Sekong Province. Work is to begin in 2021 and be completed by 2025. The electricity generated will be sold to Cambodia for 7.2 US cents per kWh. The first plant will be built by Phonesack Group in Kaleum District. It will have an installed capacity of 1,800MW.
